BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The WFP Technology Emergency Preparedness & Response Branch (TECF) in the Technology Division of WFP, is responsible for coordinating and managing the technology response to emergencies for WFP and - as the Logistics & Telecommunications Cluster (LTC) lead - the wider humanitarian response community. This branch leads global coordination, advocacy and partnerships for the Telecommunications area of the LTC. As we progress and expand our mandate to provide digital services to the communities in the affected areas we support, we are aiming to transform to a cluster that empowers the governments and communities with context-appropriate technological solutions, effectively giving a voice to those most in need.
WFP also serves as cluster Secretariat and has established a Global LTC-Telecom Unit. The Unit is
responsible for ensuring all Emergency Telecommunications Cluster (ETC) activities are supported such as providing operational support to field operations, IASC engagement, emergency coordination, information management and monitoring and evaluation in emergencies, partnerships engagement with
private sector, governments and humanitarian organizations. In order to fulfil its mandate,
there is a need for a Global ETC Coordinator within the Global ETC Unit, TECF.
The incumbent will report to the Chief of IT Emergency Preparedness and Response Branch (TECF).

ACCOUNTABILITIES/RESPONSIBILITIES:
•Finalize the implementation and path towards the newly established Logistics & Telecommunications Cluster (LTC) including aligning all activities formerly referred under the “ETC”. This include adjusting the recently finalized ETC2030 strategy.
•Lead the Telecommunications related engagement in cluster recommendations for the Humanitarian Reset and other efficiency measures towards UN80;
•Chair the ETC Strategic Advisory Group (SAG) to encourage a transparent and engaged cluster
leadership, including partners alongside with Logistics area team;
•Oversee the development of plans, budgets and guidelines in the deployment of telecoms services to ensure operational alignment and in line with the IASC principles;
•Build and nurture strategic and working relationships with existing and potential partners, aligning operational needs and priorities with partner capabilities and service portfolio;

•Work closely with WFP regional bureaus and select WFP country offices to advocate for the LTC and better understand the specific needs for unique contexts being faced by the country and region;
•Contribute to the overall Technology Division partnership strategy and associated work plan ensuring private sector partnerships are identified, developed and maintained in support of the LTC strategic priorities;
•Identify appropriate private, government and humanitarian sector entities that can help achieve the LTC’s strategic objectives and ensure that these opportunities are managed effectively to increase positive outcomes;
•Represent the LTC-Telecom area at international meetings to the partnerships, strategy and objectives, and build support for ETC activities;
•Develop and maintain technical expertise and knowledge of the current and future LTC-Telecom services to demonstrate leadership in the technical, operational and strategic areas of the cluster;
•Identify and foster the use of technological solutions appropriate to the emergency operational scenarios where the LTC - telecom is active;
•Make clear recommendations for developing new and existing synergies with other UN agencies, private and government sectors and provide well researched recommendations to senior management to support the operations in the field;
•Provide advice to UN agencies, NGOs, host government and other partners on the strategy, design, relevance and impact of programmes, to advocate the work of the LTC;
•Manage and motivate a team of staff, providing coaching, training and guidance to ensure appropriate development and enable high performance;
•Other duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in Telecommunications, Engineering,
Information Systems, Business and/or Project Management or other
related fields; or First University Degree with additional years of related
work experience and/or training/courses.
Experience:
At least Ten years’ experience of progressively responsible professional experience in the in a relevant field of work, with a background and interest in international humanitarian response and development.
Extensive experience leading multicultural teams and performance
management.
Experience with UN Clusters
