Background
The World Meteorological Organization (WMO) hosts and maintains the World Agrometeorological Information Service (WAMIS) as a global platform for the exchange and dissemination of agrometeorological information, bulletins, guidance materials, and learning resources. Strengthening WAMIS into a more dynamic and comprehensive repository for training materials, operational resources, and knowledge products is a key priority under the Standing Committee on Services for Agriculture (SC-AGR). An enhanced WAMIS platform will support the delivery of several SC-AGR outputs, including hosting the updated Guide to Agricultural Meteorological Practices (GAMP) under Output (a) and agrometeorological training resources under Output (e) of the SC-AGR Terms of Reference.
Furthermore, the Associated Programme on Flood Management (APFM) and the Integrated Drought Management Programme (IDMP) are initiatives led by the World Meteorological Organization (WMO) and the Global Water Partnership (GWP) to address the global challenges posed by floods and droughts, respectively. These programs are pivotal in supporting countries to manage water resources effectively, mitigate the impacts of extreme weather events, and enhance resilience to climate change. Both APFM and IDMP maintain dedicated web portals that serve as central hubs for disseminating knowledge, tools, and best practices to a global audience. These web portals, which are each visited by more than 50,000 visitors per month, are crucial for engaging with stakeholders, providing access to resources, and showcasing success stories and lessons learned from various regions.
Duties and Responsibilities
1. Design and implement enhancements to the WAMIS web portal, turning it into a dynamic repository for agrometeorological training, resources and information.
2. Develop web pages for a digital WMO Guide to Agricultural Meteorological Practices (GAMP) and convert selected content into dynamic online webpage formats.
3. Prepare a user/ administrator manual for updating and maintenance of the WAMIS web portal.
4. Execute necessary updates, enhancements, maintenance and support for the APFM and IDMP web portals following the specific requirements by APFM and IDMP Technical
Support Units (TSUs).
Main Deliverables
1. Inception report and technical design document for the website enhancements and maintenance.
2. Mock-up and/or wireframe design of the enhanced WAMIS web portal.
3. Enhanced version of WAMIS web portal with the agreed new structure and functionalities available online, with selected content.
4. Administrator manual prepared for the WAMIS web portal.
5. Final report on updates, enhancements, and maintenance conducted for the APFM and IDMP web portals.
Required Skills and Experience
Education: Bachelors degree in in web design and information technology or a related field. Other certifications related to web design and information, along with relevant experience, may be accepted in lieu of a bachelors degree.
Experience: Five years of experience in website designing, development and maintenance. Prior experience working on WMO websites would be an advantage.
Other Requirements: Knowledge, skills and experience in designing, developing and maintaining webpages. Experience with Wordpress is highly desirable. Experience with Drupal-based websites is desirable.
Languages: Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
(Note: The official languages of WMO are Arabic, Chinese, English, French, Russian and Spanish.)
Salary and Allowances: Payband B / C.
