The Irish College of GPs is a key partner in the National Learning Analytics Pilot Project and is leading work on data access and architecture within the initiative. This workstream is funded by the College of Anesthesiologists of Ireland via the HSE Quality and Safety Directorate. This is a specific, time-bound contract for a defined project, with a scheduled end date of December 2027.


About the National Learning Analytics Project

The HSE Quality and Patient Safety Directorate (QPSD) is seeking to appoint a Clinical Educator with an interest in learning analytics and data architecture, to contribute to the National Learning Analytics (NLA) Pilot Project, Safer Care Using Learning Analytics for Training Healthcare Professionals.


This innovative national initiative aims to develop and pilot a Learning Analytics capability that supports safer patient care through enhanced healthcare professional training, real-time feedback, and data-informed educational interventions.


The successful candidate will play a key role in Module 2: Data Access and Architecture, which focuses on identifying, accessing, integrating and using healthcare education data to improve learning outcomes and learning environments for healthcare professionals in Ireland.


The National Learning Analytics Pilot Projectseeks to demonstrate how the use of learning analytics can improve healthcare professional performance and patient safety outcomes. The project's overall objective is to achieve measurable improvements of 15–20% in healthcare professional performance over a two-year periodwithin selected priority patient safety risk areas.


Role Purpose

The Clinician Educator will contribute to the development of a national framework for learning analytics by supporting work relating to data access, governance, integration and architecture.

As learning analytics capability develops, relevant data sources are expected to include:

  • Educational and training data.

  • Clinical data.

  • Audit and quality improvement data.

  • Patient safety and adverse event data.

  • Newly generated learning data designed specifically to support healthcare professional development.

The role will involve engagement with a broad range of stakeholders across healthcare, education, regulatory and training environments.


Key Responsibilities

  1. Data Management Plan

  • Identification of relevant data types and sources to support Learning Analytics

  • Consideration of data accessibility, governance, and regulatory requirements

2. Data Streams Access and Storage Trial

  • Development and testing of approaches to access, integrate, and securely store data from identified sources

3. Pilot Project Data Streams Integration

  • Integration of multiple data sources to support pilot Learning Analytics use cases

4.  Data Architecture and Security Framework

  • Definition and validation of data architecture, including security, compliance, and governance considerations

5.  Data Access and Architecture Final Report and Roadmap

  • Comprehensive report outlining findings, methodologies, and recommendations

  • Development of a roadmap for a scalable national Learning Analytics capability, identifying key data sources and priorities

Additional responsibilities may include:

  • Participation in project planning and stakeholder engagement activities.

  • Contributing to project reports, recommendations and presentations.

  • Supporting the development of governance, data management and implementation frameworks.

  • Working collaboratively with multidisciplinary project teams and external partners.

  • Assisting with pilot design, evaluation and dissemination activities.

Essential Requirements for Candidates

  • Must hold specialist GP registration with the Medical Council of Ireland

  • Experience in quality improvement, patient safety, health informatics, data analytics or a related field.

  • Familiarity with educational research, learning analytics, or evaluation methodologies.

  • Understanding of data governance, information governance and relevant data protection requirements.

  • Excellent analytical, communication and stakeholder engagement skills.

  • Ability to work collaboratively across multidisciplinary teams and organisational boundaries.

Desirable Criteria

  • Experience in healthcare education, postgraduate training or related fields

  • Experience contributing to national projects, quality improvement initiatives or innovation programmes.

  • Familiarity with healthcare policy, patient safety programmes and digital health initiatives.
