The Clinician provides clinical leadership and oversight for the HCBS-AMH program, ensuring services meet regulatory standards and are person-centered. They also deliver direct therapeutic interventions and manage clinical documentation, quality assurance, and staff development.

SUMMARY: The Clinician is responsible for the overall clinical leadership, oversight, and integrity of the HCBS-AMH program. This role ensures all clinical services are delivered in compliance with Texas Health and Human Services Commission (HHSC) requirements, the Uniform Managed Care Manual (UMCM), Medicaid policy, and applicable licensure standards. The Clinical Director provides clinical supervision, establishes and enforces clinical policies and procedures, ensures person-centered, recovery-oriented service delivery, and oversees quality assurance, risk management, and clinical compliance across all HCBS-AMH services
DUTIES AND RESPONSIBILITIES
· Ensure services are medically necessary, person-centered, recovery-oriented, and delivered in accordance with individual service plans.
· Review and approve clinical assessments, treatment plans, service authorizations, and clinical documentation as required by HHSC and Managed Care Organizations (MCOs).
· Oversee Medicaid documentation and billing standards
· Provide individualized, face-to-face therapeutic interventions to address mental health needs.
· Assist participants in managing psychiatric symptoms and improving emotional regulation.
· Deliver services in community settings, participant homes, or via approved telehealth methods.
· Support emotional regulation, coping skills, and symptom management.
· Document services according to HHSC billing requirements.
· Coordinate care with other service providers.
· Work with client via Telehealth both Synchronous Audiovisual and Audio only as needed to perform community psychiatric support, treatment
· Oversee readiness for HHSC surveys, audits, and monitoring activities.
· Serve as the primary clinical liaison with HHSC, MCOs, and other regulatory entities.
· Ensure staff meet qualifications, training, and competency requirements for HCBS-AMH service delivery.
· Support staff development through coaching, training, and performance improvement.
· Oversee clinical quality assurance and performance improvement activities.
· Monitor clinical outcomes, service utilization, and adherence to standards of care.
· Utilize evidence-based and evidence-informed practices, including: Cognitive Behavioral Therapy (CBT), Dialectical Behavior Therapy (DBT), Cognitive Processing Therapy (CPT), Cognitive Adaptation Training (CAT)
QUALIFICATIONS
· Must be at least 21 years of age.
· Authorized to work in the U.S.
· PPD test for tuberculosis and satisfactory results.
· FBI and DOJ criminal background clearances.
· Free from state sanctions.
· Valid driver license.
· DMV printout, valid.
· CPR/First Aid/BLS certification.
· Master’s degree
· Must be registered and have an active and unrestricted Texas License in one of the following LCSW, LPC, LMFT, Licensed Phycologist, or Psychiatric Advanced Practice Nurse (AARN) (if applicable)
· Minimal 1-5+ years’ experience providing diagnostic assessment and therapy services to a full range of individuals from youth through adulthood.
· Maintain confidentiality of records relating to clients' treatment.
· Excellent verbal and written communication skills.
· Excellent organizational skills and attention to detail

· Ability to walk or stand for long periods of time.
· Ability to travel and work in an office environment.
· Ability to climb stairs multiple times a day and be able to lift and/or carry up to 25 pounds.
· Ability to sit, rise, kneel, squat, twist, pull, bend multiple times a day.
· Ability to perform with repetitive maneuvers and manual dexterity.
