Job Summary:

Under the general direction of the External Civil Rights (ECR) Program Managers, this position is responsible for implementation and monitoring of ADOT’s external federal civil rights programs mandated requirements for the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), the Federal Aviation Administration (FAA), the National Highway Transportation Administration (NHTSA), and the Federal Motor Carrier Safety Administration (FMCSA). This position provides guidance and training on external civil rights requirements and will evaluate documents submitted for compliance, review, and will process discrimination related complaints. This position is necessary and required to provide support to ADOT’s ECR Programs.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Implementing, monitoring, and ensuring ADOT’s compliance with its federal external civil rights mandated requirements. Develop and refine processes as needed to continuously improve.

Oversee compliance activities to ensure that divisions, facilities, local governments, sub-recipients, grantees, cons/contractors receiving federal funds from ADOT and private businesses under contract or agreement are performing services/activities in compliance in accordance with federal and state rules, regulations and laws.

Conducting on-site compliance reviews of divisions, facilities, local government, sub-recipients, grantees, consultants/contractors receiving federal funds from ADOT and private businesses under contract or agreement are performing services/activities on behalf of ADOT; preparing reports, documents and resolving customer stakeholder issues.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Federal and State Civil Rights Laws, regulations, and statutes which govern ADOT and Federal Government (FHWA, FTA, FAA, FMCSA, and NHTSA) external civil rights compliance policies and procedures.
• Federal regulations related to civil rights compliance and investigations.
• Civil Rights, State Transportation Programs and/or Local Government transportation programs.
• Statistical and/or audition principles.
• Organizational principles and procedure development.
• Proficiency of understanding and implementing compliance requirements.

Skills in:
• Planning and organization.
• Verbal and written communication.
• Analytical and problem solving.
• Interviewing and interpersonal skills.
• Data Analysis and report writing.
• Interpreting statutes, policies, and procedures.

Selective Preference(s):

A minimum of two or more years working experience in applying principles and practices in civil rights or compliance.

Pre-Employment Requirements:

Valid driver’s license.

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
