Description of Work

The Child Welfare Trainer position strengthens the statewide child welfare training system by supporting the delivery of standardized training to county DSS staff across Child Welfare Services Regions 1, 2, and 3.

- Region 1: Buncombe, Cherokee, Clay, Graham, Haywood, Henderson, Jackson, Macon, Madison, Mitchell, Polk, Swain, Transylvania, and Yancey Counties

- Region 2: Alexander, Alleghany, Ashe, Avery, Burke, Caldwell, Catawba, Cleveland, Gaston, Iredell, Lincoln, McDowell, Rutherford, Watauga, and Wilkes Counties

- Region 3: Alamance, Caswell, Chatham, Davidson, Davie, Durham, Forsyth, Guilford, Orange, Person, Randolph, Rockingham, Stokes, Surry, and Yadkin Counties


This role provides program consultation, coordination, and implementation of training initiatives that align with Division goals and established program standards. Work includes planning, directing, and evaluating training activities to ensure consistency with state policy, best practices, and service delivery requirements. The position functions within a statewide operational context and requires routine overnight travel to multiple counties, in order to support training delivery and related technical assistance.


Key Duties Include:
- Deliver regionally assigned child welfare training to county DSS agencies using approved curricula and established program standards.

- Develop and refine training materials that accurately reflect North Carolina child welfare practice, policy, and statewide program objectives.

- Evaluate training effectiveness through structured assessments, participant feedback, and analysis of training and program data.

- Provide technical assistance to county DSS staff to reinforce skill development, clarify policy application, and support consistent service delivery practices.

- Coordinate with Division leadership, regional partners, and stakeholder groups to align training plans with statewide priorities and emerging practice trends.

- Interpret program standards and communicate required updates to county agencies to ensure compliance with state and federal mandates.

- Research child welfare practice developments and incorporate evidence-informed strategies into curriculum design and training facilitation.

- Prepare reports and documentation that summarize training activities, identified needs, and recommendations for continuous improvement.

- Establish and maintain effective working relationships with county DSS leadership, trainers, service providers, and other state and local partners.

- Plan travel and training logistics to support consistent delivery across assigned counties within Regions 1, 2, and 3.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $55,221.00 - $96,639.00

Recruitment Range: $55,221.00 - $61,294.00

  • Demonstrated experience creating child welfare training curricula supported by documented improvements in learner assessment scores.

  • Track record delivering multi‑county child welfare training sessions with measurable gains in participant competency ratings.

  • Documented success facilitating cross‑cultural discussions that result in improved staff accuracy in applying child welfare policy.

  • Proven experience evaluating training programs using outcome data to identify quantifiable performance gaps.

  • History of coaching child welfare personnel with measurable increases in trainee performance during scenario‑based evaluations.
