ICF is currently seeking a Child Psychologist to serve as part of a team of clinical and other subject matter experts supporting ACF’s mission to foster health and well-being through effective, accountable, and compassionate human services.  This project is part of our Prevention of Sexual Abuse project that conducts compliance audits and technical assistance for the Office of Refugee Resettlement provider community. This team’s mission is to ensure clinical, behavioral health, disability-related, and psychosocial risk factors are identified and addressed, and that system-wide practices, policies, and provider operations promote safe, trauma-informed, and compliant care environments working in concert to prevent sexual abuse, sexual harassment, and other forms of child abuse and neglect.

This is for a six-month duration with the opportunity for extension beyond the initial term, subject to project needs, funding, and organizational requirements.

The Child Psychologist’s alignment to this mission is supporting the identification, prevention, and response to behavioral and trauma-related risks that may contribute to unsafe environments or increase vulnerability to abuse.

This position is full-time with on-call/after hours availability.  The position will require approximately 25% travel to provider sites.

Roles and Responsibilities

  • Support quality assurance of mental health care, including routine screening practices.

  • Increase access to quality mental health services for UAC.

  • Build capacity of behavioral health providers and support referral networks.

  • Support surveillance of mental health conditions across UAC populations.

  • Conduct site visits and needs assessments of mental health services.

  • Train staff and stakeholders on trauma-informed care and child safety practices.

  • Participate in cross-ORR workgroups to ensure compliance and service quality.

  • Determine appropriate mental health responses to suspected or substantiated sexual abuse/harassment.

  • Review and assess abuse response protocols.

  • Consult on individual or provider conditions that may indicate risk of inappropriate sexual conduct or unmet mental health needs.

Basic Qualifications

  • PhD or PsyD with active clinical or counseling license

  • Minimum 5+ years clinical/public health experience

  • Expertise in trauma, child development, and behavioral risk assessment

  • Must be able to obtain and maintain a Public Trust Clearance.

Preferred Skills

  • Knowledge of migrant/refugee issues, particularly related to children.

  • Experience working for a refugee program.

  • Prior work experience in a consulting environment.

Professional Skills

  • Ability to promote and contribute to an equitable and inclusive organizational culture and environment.

  • Solid team player with proven ability to manage competing priorities, perspectives and stakeholder needs.

  • Excellent verbal, interpersonal and written communication skills.

  • Demonstrated outstanding level of professionalism, including ability to exercise good judgment, discretion, tact and diplomacy.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$108,476.00 - $184,409.00
