CHILD & ADOLESCENT MHPSS SUBJECT MATTER EXPERT (BASED IN ANY OCBA HUB)

GENERAL CONTEXT 

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

MAIN PURPOSE 

Design, review, and develop high‑quality and practical learning solutions, context-adapted Child & Adolescent Mental Health and Psychosocial Support (MHPSS). 

The consultancy will initially prioritize the development and adaptation of the MSF global digital learning platform (TEMBO) training package and related foundational learning materials, while contributing progressively to the broader Child & Adolescent MHPSS learning offer. 

Working in close collaboration with technical advisors and a pedagogical learning officer, the role aims to strengthen field staff competencies and support scalable, operationally relevant implementation of Child & Adolescent MHPSS interventions across MSF contexts. 

JOB OVERVIEW 

The Child & Adolescent MHPSS SME (Training Development) is a part-time consultancy position (50%) until December 2026, contributing to the development of a structured and operationally relevant learning offer aligned with MSF intersectional guidelines and priorities.  

In an initial phase, the consultancy will focus primarily on the review, adaptation, and development of the TEMBO learning package and related training materials, with progressive expansion into additional Child & Adolescent MHPSS learning components over time. 

The role focuses on translating technical guidance into practical learning solutions, including self-paced online modules, face-to-face training packages, and Training of Facilitators (ToF) approaches. 

Working closely with technical advisors and with pedagogical support from a dedicated learning/pedagogical officer, the consultant will ensure content relevance, pedagogical coherence, and usability across learning modalities. The position contributes to strengthening staff autonomy, quality of care, and scalable implementation of Child & Adolescent MHPSS interventions in humanitarian settings. 

RESPONSIBILITIES AND MAIN TASKS   

• Map and analyze existing internal and external Child & Adolescent MHPSS learning resources to identify gaps, overlaps, and opportunities for integration. 
• Develop and structure modular training content aligned with MSF Child & Adolescent MHPSS guidelines and priority competencies in the MSF learning platform (Tembo) 
• Contribute to learning design by defining methodologies, case studies, practical exercises, and facilitator guidance. 
• Ensure content validation through coordination with technical advisors and key stakeholders.  
• Support quality assurance by applying MSF learning standards and principles across all developed materials.  
• Collaborate cross‑functionally with medical, MHPSS, and learning teams to ensure coherence and usability of learning solutions.  
• Contribute to evaluation approaches to support learning effectiveness and continuous improvement. 

ROLE’S SPECIFIC ELEMENTS 

• Strong focus on technical content development and applied learning design rather than strategic program development.  
• Development of practical, field-oriented, ready-to-use training materials.  
• Production of blended learning solutions, including self-paced online modules and face-to-face facilitation packages.  
• Emphasis on Training of Facilitators (ToF) approaches to support scalability and sustainability.  
• Adaptation of learning materials to diverse operational and cultural contexts.  
• Close collaboration with pedagogical and technical stakeholders to ensure applicability and learning quality. 

SELECTION CRITERIA 

• Degree in Psychology, Psychiatry, Mental Health, Social Work or a related field is required. Specialization in Child & Adolescent Mental Health or MHPSS is required.  
• Proven experience in mental health and psychosocial support (MHPSS) in humanitarian or emergency contexts, ideally with children and adolescents. Experience with Médecins Sans Frontières or similar humanitarian medical organizations is compulsory.  
• Experience developing and/or delivering training programs for adult learners, using participatory and competency-based learning approaches.  
• Strong understanding of humanitarian operational contexts, cross-cultural implementation challenges and adult learning methodologies.  
• Familiarity with MSF MHPSS approaches, ethical frameworks and field-based learning methodologies will be considered a strong asset.  
• Fluency in English (oral and written) is mandatory. French and/or Spanish will be considered an asset. 

CONDITIONS 

• Position based in any MSF-OCBA hub or home-based. Final location will depend on the employability of the selected candidate (e.g. residency, work permit, etc.).  
• Part-time position.  
• Annual Gross Salary: level HQ-3B + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions. 
• Contract duration: temporal position of approximately 6 months. 
• Starting date: as soon as possible. Preferred start date is 1st July 2026.
