Business Subject Matter Expert-Salem(Oregon)-Remote

We are seeking an experienced UAT Business Subject Matter Expert (SME) Tester to support the implementation of Oregon's new Health Insurance Marketplace platform. The ideal candidate will lead User Acceptance Testing (UAT), validate business processes, and ensure the system meets ACA, Marketplace, and Medicaid requirements.

Key Responsibilities

• Design, execute, and maintain UAT test cases, test data, and test plans.
• Review business requirements, user stories, and acceptance criteria.
• Execute manual UAT, regression, integration, and exploratory testing.
• Log, track, and validate defects using Jira.
• Maintain Requirements Traceability Matrix (RTM).
• Collaborate with business, technical, Medicaid, and vendor teams.
• Participate in Agile/Scrum ceremonies.
• Prepare test metrics, reports, and release readiness recommendations.
• Ensure compliance with ACA, Marketplace policies, and accessibility standards.

Required Skills

• 5+ years of UAT/QA testing experience.
• Strong knowledge of UAT methodologies, SDLC, and Agile/Scrum.
• Experience with Azure DevOps, Jira, and Microsoft Office.
• Excellent analytical, communication, and problem-solving skills.
• Experience creating test cases, executing testing, and defect management.
• Understanding of accessibility, security, and performance testing.

Preferred Qualifications

• Experience with Health Insurance Exchange (HIX) or ACA Marketplace projects.
• Knowledge of Marketplace eligibility, enrollment, Medicaid (MAGI), APTC/CSR, and ACA regulations.
• Experience with Oregon Marketplace (SBM-FP/SBM) is highly preferred.
• Familiarity with test automation tools such as Selenium, Playwright, or Robot Framework.
• Healthcare or government project experience preferred.
