The CISO & MSR Business and Financial Operations team enables strategic workforce planning, headcount governance, financial operations, business insights, and operational excellence across Microsoft's security and research organizations. We aer looking to hire a Business Program Manager to our team! The Business Program Manager will drive complex cross-functional programs focused on headcount management, workforce planning, operational reporting, business rhythms, process improvement, and executive decision support.
This role requires a highly analytical and strategic operator who can translate data into actionable insights, influence senior stakeholders, improve operational effectiveness, and lead initiatives that help the organization meet its people, financial, and business objectives. The role will partner closely with Finance, HR, Talent Acquisition, Business Managers, Chiefs of Staff, and Security and Research leadership teams.

Responsibilities- Lead complex business and operational programs supporting workforce planning, headcount governance, recruiting execution, and financial operations across CISO and MSR.
- Establish and manage business rhythms, executive reporting, scorecards, dashboards, KPIs, and OKRs that provide leadership visibility into organizational health and performance.
- Conduct business program evaluations and cost-benefit analyses to identify opportunities for operational improvement, increased efficiency, and better business outcomes.
- Analyze workforce, recruiting, financial, and organizational data to identify trends, risks, dependencies, and opportunities, and develop actionable recommendations for leadership.
- Drive cross-functional alignment among Finance, HR, Talent Acquisition, Business Operations, and Engineering leadership teams to achieve strategic objectives.
- Design, implement, and continuously improve scalable processes, governance mechanisms, and operating procedures that enhance organizational effectiveness.
- Partner with leaders to develop execution plans for new initiatives, organizational changes, workforce investments, and business priorities.
- Manage complex projects from planning through execution, ensuring milestones, risks, dependencies, and stakeholder communications are effectively managed.
- Present business insights, recommendations, and program outcomes to executive stakeholders and influence decisions through data-driven storytelling.
- Mentor and guide team members on business planning, operational excellence, analytics, and program management best practices.
QualificationsRequired qualifications:
- Bachelor's Degree in Business, Operations, Finance, or related field AND 4+ years experience in program management, process management, or process improvement
- OR equivalent experience.

These requirements include, but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft background and Microsoft Cloud background check upon hire/transfer and every two years thereafter.
Preferred qualifications:
- Experience leading complex cross-functional programs involving multiple stakeholder groups and competing priorities.
- Experience building executive-level reporting, dashboards, scorecards, KPIs, or business reviews.
- Analytical capabilities with experience leveraging large datasets to generate business insights and recommendations.
- Demonstrated ability to identify operational risks, develop mitigation plans, and drive measurable business improvements.
- Experience influencing stakeholders and driving alignment without direct organizational authority.
- Written and verbal communication skills, including experience presenting to senior leadership.
- Proven ability to manage multiple initiatives simultaneously in a fast-paced environment.
- Advanced proficiency with Excel, Power BI, and data-driven decision making.
- Experience supporting workforce planning, headcount management, recruiting operations, or organizational planning.
- Experience within Security, Engineering, Research, Technology, or large-scale enterprise organizations.
- Experience partnering with Finance, HR, Talent Acquisition, and executive leadership teams.
- Demonstrated success designing and implementing operating rhythms, governance frameworks, or business process improvements.
- Experience developing automation, reporting solutions, or analytics capabilities that improve operational efficiency.
- Knowledge of organizational planning, resource management, budgeting, and strategic planning processes.
- Experience leading large-scale change management or transformation initiatives.
- Master's Degree in Business Administration (MBA), Finance, Data Analytics, Organizational Leadership, or related field.
- Experience working with Microsoft business systems, workforce analytics, or enterprise reporting environments.
- Demonstrated ability to simplify complex business challenges into clear, actionable recommendations for leadership
Business Program Management IC4 - The typical base pay range for this role across the U.S. is USD $97,600 - $188,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $125,000 - $206,400 per year.
