Job Summary

The Business Architect will lead the analysis, design, and documentation of current- and future-state business capabilities, processes, requirements, business rules, and information flows supporting the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veteran and Family Member Programs (VFMP) Modernization Portfolio, including its Electronic Data Interchange (EDI) technical implementation workstream.

 

The Business Architect will serve as the bridge between VFMP operational stakeholders, program leadership, data/technical teams, and VA Office of Information Technology, translating complex operational and payer/EDI requirements into actionable business, functional, and technical architecture artifacts that support automation, data integration, data migration, and process improvement initiatives across the VFMP portfolio.

Primary Responsibilities

  • Facilitate requirements-gathering and process-design sessions with business, program, technical, and operational stakeholders.
  • Analyze current-state processes and design future-state workflows that reduce manual touches, rework, processing time, and operational bottlenecks, identifying dependencies, process gaps, risks, and redundancies.
  • Develop business architecture diagrams, process flows, context diagrams, capability models, business rules, use cases/user stories, and requirements documentation.
  • Draft Companion Guides (CGs), extend Technical Reference 3 (TR3) requirements into business-related compliance rules using X.12 and NCPDP standards, and develop SOPs documenting VA Payer EDI business processes.
  • Translate business requirements into sufficiently detailed functional and technical requirements for VA OIT and development teams.
  • Define and document business rules supporting automation, straight-through processing, front-end data extraction, EDI, and other modernization initiatives.
  • Develop and maintain a Production Defect and Issue Tracker and requirements traceability, ensuring alignment among business needs, functional requirements, technical implementation, testing, and delivered capabilities.
  • Partner with data architects, engineers, analysts, EDI SMEs, and program/project managers on data integration, migration, and development of current- and future-state data models and system-context views supporting VFMP systems migrations.
  • Support End-to-End and User Acceptance Testing (UAT) by ensuring test scenarios and test cases adequately validate business requirements and intended operational outcomes.
  • Ensure modernization solutions remain aligned with VFMP's strategic priorities, governance model, operational needs, and desired business outcomes.

Minimum Qualifications

  • Bachelor's degree in Business Administration, Information Systems, Healthcare Administration, Engineering, or related discipline.
  • 5+ years of experience in business analysis, business architecture, or requirements engineering, including work on large-scale modernization, digital transformation, healthcare, or federal programs.
  • Demonstrated experience developing business architecture diagrams, process flows, context diagrams, capability models, business rules, use cases, and requirements traceability matrices.
  • Experience translating business requirements into detailed functional and technical requirements for development or technical teams.
  • Experience supporting data integration, migration, or system modernization initiatives in partnership with data architects and engineers.
  • Experience supporting UAT, including development or validation of test cases and test scenarios against business requirements.
  • Strong facilitation, stakeholder-management, written communication, and analytical/problem-solving skills.

Desired Qualifications

  • Federal healthcare or healthcare payer experience.
  • Experience with Electronic Data Interchange (EDI) standards (e.g., X.12, NCPDP) or drafting EDI-related documentation such as Companion Guides.
  • Experience with healthcare claims, eligibility, or provider transactions and associated compliance requirements.
  • Experience with Robotic Process Automation (RPA), auto-ingest/data extraction, or machine learning-enabled process improvement.
  • Experience developing change management or organizational adoption artifacts in support of technology or process modernization.
  • Familiarity with Agile and traditional/hybrid project-management methodologies.
