GovCIO is currently hiring for a Blanket Purchase Agreement (BPA) Portfolio Integration Lead to serves as a neutral, government-aligned integrator embedded within the VA Health Data Systems Office (HDSO) to provide comprehensive portfolio-level visibility across all BPA task orders. This is not a program management role within any single task order, it is a strategic integration function that sits above individual awardees and serves exclusively in the government's interest.
In this capacity, the Senior Portfolio Integrator synthesizes schedule, risk, dependency, deliverable, and performance data from all active BPA task orders into a single, unified operating picture that enables senior VA leadership to make informed decisions about prioritization, sequencing, risk mitigation, and resource allocation. The integrator acts as the connective tissue across the BPA portfolio, identifying what individual contractors cannot see from their own vantage point and surfacing cross-cutting issues before they become program-level failures.
The ideal candidate for the BPA Portfolio Integration Lead is a seasoned program integrator or portfolio manager with deep experience in complex, multi-vendor federal IT or healthcare IT programs. They are analytically rigorous, politically neutral, and skilled at translating complex interdependencies into clear, actionable intelligence for senior government leadership. This position will be a fully remote within the United States with core hours of operation from Monday to Friday 8 AM to 5PM ET, with occasional (0-15%) travel required.
Responsibilities- Serve as the neutral portfolio integrator supporting the government's interests across all HDSO BPA awardees, maintaining independence from any individual contractor while fostering productive collaboration across the full awardee community.
- Develop and maintain a BPA-level Integrated Master Schedule (IMS) that consolidates inputs from all active task orders into a single, authoritative schedule baseline, tracking milestones, deliverables, release events, and key decision points across the portfolio.
- Integrate portfolio-level operating information across all task orders into a unified picture encompassing schedules, risks, issues, dependencies, and deliverables, providing leadership with a real-time, holistic view of BPA performance.
- Identify cross-task order relationships, sequencing constraints, and systemic risks that are not visible at the individual task order level, including technical dependencies, shared infrastructure impacts, data integration touchpoints, and workforce or resource conflicts.
- Conduct critical path analysis across the full portfolio to identify schedule risks, interdependencies, and bottlenecks that could affect mission outcomes or downstream task order performance.
- Provide analysis and recommendations to government leadership on portfolio impacts, risk mitigation strategies, and prioritization decisions, translating complex multi-contractor data into concise, decision-ready briefings and reports.
- Facilitate cross-awardee coordination as directed by government leadership, convening and supporting integration working groups, dependency resolution sessions, and schedule synchronization meetings across BPA contractors.
- Monitor and report on portfolio health through regular leadership briefings, executive dashboards, and written assessments that communicate the overall operating picture of all activities occurring on the BPA.
QualificationsRequired Skills and Experience
- Bachelor's degree in Engineering, Computer Science, Systems, Business or related scientific /technical discipline and 15 years of related experience
- 10 years of additional relevant experience may be substituted for education.
- Advanced degree in a technical or acquisition-related discipline is a plus
- 8–12 years of progressive experience in program management, portfolio integration, or systems integration supporting large, complex federal or defense programs; including a demonstrated track record as a neutral integrator or PMO lead across multi-vendor, multi-contract environments.
- Hands-on Integrated Master Schedule (IMS) development and maintenance across concurrent programs, including critical path analysis, baseline management, schedule risk assessment, and cross-program dependency and sequencing management.
- 3–5 years supporting federal multi-awardee contracting environments (BPA, IDIQ, or GWAC), with working knowledge of FAR Parts 8 and 16, task order administration, and contractor performance data flows to the government.
- Proven ability to synthesize schedule, risk, issue, and deliverable data from multiple contractors into leadership-ready portfolio assessments, executive dashboards, risk registers, and status reports.
- Strong facilitation skills; able to lead cross-contractor working sessions and drive resolution without direct authority over any awardee.
Clearance Required
Ability to obtain and maintain a Suitability/Public Trust clearance
Preferred Skills and Experience
- Experience supporting VA, DoD, HHS, or CMS IT modernization programs; familiarity with VA's health IT landscape (EHRM, VistA, HDSO) is a strong plus.
- Background working alongside Contracting Officers, CORs, or Program Managers in a government oversight capacity.
- Familiarity with ATO/FedRAMP processes and how security and compliance requirements affect portfolio sequencing.
- PMP or PgMP (PMI), program or portfolio-level management credential.
- PMI-SP (PMI), scheduling professional certification demonstrating IMS expertise.
- FAC-COR Level II/III (FAI), federal contract oversight and performance monitoring.
- DAWIA Program Management Level II/III (DAU), DoD/federal acquisition program management.
