About the Role

 

Culmen International is looking for Border Security Trainers that will develop, tailor, and deliver operational training and practical exercises that strengthen partner-country border enforcement capabilities in support of EXBS objectives in Brazil, Chile, Costa Rica, Mexico, and Peru. The Trainer will help customs, border, law enforcement, and other relevant agencies improve their ability to identify, target, inspect, interdict, and investigate illicit transfers of strategic commodities, dual-use items, conventional arms, and proliferation-sensitive materials.

 

Country-Specific Support: The SME must be able to tailor technical assistance to each partner-country context, including Brazil’s focus on catch-all controls and intangible technology transfers; Chile’s draft export control law and implementing procedures; Costa Rica’s export control law and control list development; Mexico’s legislative revisions and implementation procedures; and Peru’s national export control legislation and technical working group development.

 

This is for a future opportunity expected early Fall 2026.  This position will be an Independent Consultant (1099) assignment.  

What You’ll Do in Your New Role

  • Develop and deliver border security, customs enforcement, targeting, interdiction, and investigative training tailored to partner-country needs and EXBS program objectives.
  • Prepare practical, scenario-based instruction, tabletop exercises, case studies, field exercises, and after-action discussions focused on strategic trade enforcement and illicit trafficking risks.
  • Train foreign customs, border security, law enforcement, and regulatory officials on cargo targeting, risk indicators, inspection techniques, document review, chain of custody, evidence handling, and interagency coordination.
  • Support technical exchanges and consultations that connect export control laws and licensing procedures with practical border enforcement and interdiction operations.
  • Assist partner agencies in developing or improving standard operating procedures for enforcement readiness, interagency referrals, inspections, seizure documentation, and government-to-industry engagement.
  • Coordinate with Export Control SMEs to ensure training aligns with country-specific legislative, regulatory, licensing, and implementation objectives.
  • Provide recommendations to improve operational procedures, training curricula, enforcement coordination, and measurable program outcomes.
  • Support planning for in-person and virtual engagements, technical study visits, and training events, including coordination with program management and logistics staff.

Required Qualifications

  • Bachelor’s degree in criminal justice, homeland security, international affairs, public administration, law enforcement, customs administration, security studies, or a related discipline; equivalent operational experience may be considered.
  • 8+ years of experience in customs, border security, law enforcement, cargo targeting, export enforcement, investigations, nonproliferation enforcement, or international border security capacity building.
  • Demonstrated experience developing and delivering adult-learning training programs for government, customs, border, or law enforcement personnel.
  • Knowledge of strategic trade controls, dual-use commodities, proliferation-sensitive goods, targeting methods, inspection techniques, and border enforcement best practices.
  • Experience conducting needs assessments, developing training materials, facilitating practical exercises, and preparing after-action reports or technical recommendations.
  • Ability to work effectively with foreign government counterparts, interpreters, technical experts, and multi-agency teams in international settings.
  • Ability to travel internationally and support activities in Brazil, Chile, Costa Rica, Mexico, and Peru, as needed.
  • Spanish language proficiency preferred; Portuguese language capability beneficial for Brazil-focused activities.
