Position Summary

The BID / Real Property Analyst position is responsible for designing, developing and maintaining business intelligence solutions, which include interactive dashboards that enable data-driven decision making, while aiding the team in analytical efforts to support Office of The Surgeon General (OTSG)/MEDCOM. Duties will include sustaining dashboard deliverables in support of Medical Readiness. Duties include building data models, tools, and visualizations within dashboard programs such as Power BI, which includes 19 training team members and reviewing teammate work for data integration. The BID works closely with the Program Manager and Data Analysts to check the integrity of the data and deliverables, in support of OTSG/MEDCOM. The Analyst will support team efforts including, but not limited to, ad hoc queries, project analysis, data calls, and other analytical support efforts, as needed.

Essential Duties and Responsibilities

The following inexhaustive list of duties represents a sample of work routinely performed by this role: 

  • Design, develop, and maintain interactive dashboards, reports, data models, and visualizations supporting OTSG/MEDCOM reporting and analysis.
  • Develop Key Performance Indicators (KPIs), metrics, scorecards, and analytical visualizations aligned with the Medical Readiness mission.
  • Utilize Microsoft Power BI and other BI/analytics platforms to transform complex datasets into actionable information.
  • Conduct statistical analysis, identify trends and patterns, interpret results, and recommend appropriate solutions.
  • Respond to ad hoc data queries, data calls, project analysis, and analytical support requirements.
  • Gather and integrate information from multiple sources, including databases, spreadsheets, and organizational data repositories.
  • Develop, document, maintain, and continuously improve data-analysis and BI processes.

Data Quality & Integration

  • Validate data for accuracy, completeness, consistency, and integrityprior to integration and delivery.
  • Review team members' BI submissions and deliverables to ensure adherence to established standards.
  • Identify data inconsistencies, integration issues, and potential risks and coordinate corrective actions.
  • Standardize BI deliverables and minimize incompatibilities across data sources and reporting platforms.
  • Maintain organized BI files, repositories, storage environments, and sharing capabilities.
  • Establish timelines, milestones, and delivery dates for dashboard updates and BI projects.

Real Property Analysis

  • Review project and facility data supporting the Facilities Investment Plan and related Army real property initiatives.
  • Analyze and validate facility information within applicable Army Real Property Systems.
  • Serve as a subject matter expert supporting Army Real Property data, systems, processes, and reporting.
  • Obtain and maintain appropriate access to applicable real property systems, including:
    • DAIS
    • GFEBS
    • HWIID
    • ISR
    • ePRISMS
    • LOGICOLE
    • FROID
    • ASIP
    • BUILDER
    • Vantage
    • RPLANS

Stakeholder Engagement & Customer Support

  • Meet with government and organizational stakeholders to gather business requirements and translate mission needs into BI solutions.
  • Serve as a primary point of contact for BI-related support under the contract.
  • Collaborate with the Contract Program Manager and Data Analysts to refine requirements, processes, instructions, and deliverables.
  • Provide exceptional customer service throughout the project lifecycle.
  • Communicate complex analytical information clearly to senior leadership, government stakeholders, colleagues, and project teams.
  • Prepare and deliver briefings, presentations, and demonstrations both virtually and in person.

Team Leadership & Training

  • Train team members on Power BI, dashboard development, data integration, and BI deliverables.
  • Lead, mentor, and support project staff on Business Intelligence and Real Property Systems initiatives.
  • Review teammate work and provide guidance to improve data quality and deliverable consistency.
  • Assist team members in meeting analytical assignments, dashboard requirements, project milestones, and deadlines.
  • Promote knowledge sharing, process improvement, and consistent BI practices across the team.

Program & Project Support

  • Work closely with the Program Manager to identify and address data integration risks, project challenges, and delivery requirements.
  • Establish project goalposts, milestones, and dashboard update schedules.
  • Support program execution through analytical research, data calls, reporting, and special projects.
  • Ensure deliverables are accurate, standardized, timely, and aligned with government requirements.
  • Travel to various CONUS locations when required to support program execution.

Education, Experience, and Technical Skills

Required Education, Experience, and Technical Skills

  • 5+ years of experience as a Data Analyst, Business Intelligence Analyst, Research Analyst, or comparable analytical role.
  • Bachelor's degree preferred but not required.
  • Demonstrated proficiency in:
    • Business Intelligence
    • Data analytics
    • Statistical analysis
    • Dataset analysis
    • Data visualization
    • Microsoft Power BI
    • Microsoft Office Suite
  • Ability to analyze complex information, interpret results, identify trends, and develop recommendations.
  • Experience working with multiple data sources and integrating information from databases, spreadsheets, and other repositories.
  • Strong attention to detail and commitment to data accuracy and quality.
  • Strong written, verbal, presentation, and interpersonal communication skills.
  • Demonstrated ability to work collaboratively with government stakeholders, program managers, analysts, and multidisciplinary teams.
  • Strong customer-service orientation.
  • Ability to manage multiple priorities, meet deadlines, and work independently.
  • Ability to train, mentor, and support team members.
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
  • Must have or be able to obtain and maintain a valid driver's license

  • Bachelor's degree preferred but not required.


Working Environment

This position operates in a professional office setting. The role routinely uses standard office equipment such as computers, phones, printers, and photocopiers. The work environment is generally quiet and free from exposure to loud noise, hazardous materials, or heavy machinery. Employees are typically seated for extended periods and may occasionally move about the office to attend meetings or access equipment and supplies.


Physical Demands

Sitting/Standing: This role is generally sedentary, performing sitting work utilizing technological office equipment, including a laptop, mouse, keyboard, computer monitors, telephones, scanners, and copiers.

Walking: This role requires the ability to move about inside the office to access the required technological equipment.

Stooping/Kneeling/Crouching/Crawling: This role may require stooping to reload printer trays with print paper, moving equipment, and managing cords.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptops, mice, keyboards, computer monitors, telephones, scanners, and copiers.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires seeing, viewing, and distinguishing all aspects of internal and external communications.

Carrying/Lifting: This role requires lifting up to 20lbs to transport technological office equipment to and from various workspaces.

Home Office Connectivity Requirements for Hybrid & Remote Positions

To ensure reliable collaboration, client service, and secure access to company systems, the Company requires minimum connectivity standards to be eligible or remain eligible to work in a hybrid or remote capacity. Employees working remotely must maintain broadband internet service capable of consistently supporting video conferencing, VPN connectivity, and cloud-based applications. Hybrid or remote work eligibility may be reassessed if connectivity standards are not met. This includes:

 

  • Wired broadband service (cable, fiber, or DSL) with at least minimum 100 Mbps download / 20 Mbps upload
  • Some positions may require minimum 200-300 Mbps download / 25-35 Mbps upload speed

 

Cellular hotspot or fixed wireless cellular services (e.g., T-Mobile Home Internet) may not be used as a primary connection. The Company will comply with all local, state, and federal requirements as it relates to the reimbursement of home internet expenses. Eligibility for reimbursement of home internet expenses is defined in a separate policy.
