Role Overview: We are seeking a highly analytical and detail-oriented, Assistant Financial Controller to join our finance team, reporting directly to the Financial Controller. In this role, you will be a critical partner to the Financial Controller, specifically overseeing the financial management, accounting, and compliance of our government contracting portfolio. The ideal candidate possess deep expertise in DCAA (Defense Contract Audit Agency) compliance, FAR (Federal Acquisition Regulation) guidelines, and complex project management accounting, alongside strong oversight of compliance payroll processes unique to federal contractors. You will ensure our financial practices align with federal requirements while optimizing profitability and reporting accuracy. 

Key Responsibilities:

1. DCAA Compliance & Federal Regulation

  • Maintain, monitor, and enforce accounting policies and practices that comply with DCAA, FAR, CAS (Cost Accounting Standards), and GAAP.
  • Lead preparation efforts for DCAA audits, including Incurred Cost Submissions (ICS), forward pricing rate proposals, and disclosure statements.
  • Ensure accurate segregation of direct vs. indirect costs and manage the allocation of indirect cost pools (Fringe, Overhead, G&A).
  • Serve as a primary point of contact for external auditors and government oversight agencies.

2. Government Payroll Oversight

  • Review and oversee the processing of multi-state payroll, ensuring full compliance with the Service Contract Act (SCA), Davis-Bacon Act, and other federal/state labor regulations.
  • Audit and enforce labor floor check procedures and DCAA-compliant timekeeping policies across the organization.
  • Ensure precise allocation of labor hours and labor dollars to specific project codes and indirect cost pools.

3. Government Project Financial Management

  • Oversee project-level accounting for complex contract types, focusing primarily on Cost-Plus (CPFF/CPAF) and Firm-Fixed-Price (FFP) environments.
  • Partner with Project Managers to monitor project performance, track actuals against budgets, and conduct variance analysis.
  • Manage the billing process for government contracts, ensuring accurate and timely submission via Wide Area Workflow (WAWF) / PIEE or other agency-specific portals.
  • Oversee revenue recognition policies specific to government contracting.

4. Financial Reporting & Analysis

  • Assist the Controller in the month-end, quarter-end, and year-end closing processes.
  • Prepare detailed financial dashboards, project profitability reports, and cash flow forecasts for leadership.
  • Analyze and monitor key performance indicators (KPIs) such as Estimate at Completion (EAC) and Funding vs. Spend burn rates.
  • Continuously evaluate and improve internal accounting controls, ERP system workflows, and timekeeping policies to mitigate audit risks.

Required Qualifications:

  • Bachelor’s degree in Accounting, Finance, or a related field (Master’s degree or active CPA designation is highly preferred).
  • 5+ years of progressive accounting experience, with a minimum of 2 years spent specifically within a federal government contracting environment.
  • Proven track record of successfully managing DCAA audits, preparing Incurred Cost Submissions (ICS), and working with deep knowledge of FAR, DFARS, and CAS.
  • Solid understanding of government contractor payroll requirements, including labor distribution mechanics and SCA/Davis-Bacon wage determinations.
  • Practical experience with NetSuite or similar GovCon-compatible ERP platforms.
  • Advanced capabilities in MS Excel, including complex financial modeling, VLOOKUPs, nested formulas, and pivot tables.
  • Exceptional ability to synthesize fragmented financial datasets into actionable strategic insights.
  • Strong written and verbal communication skills, with the proven ability to seamlessly collaborate with project managers, executive leadership, and federal auditors alike.
