The Health Care Support Branch (HCSB) is an information technology (IT) branch within the Cabinet for Health
and Family Services (CHFS), Office of Application Technology Services (OATS), Division of Application
Development and Support (DADS). HCSB supports the IT needs of the Department for Medicaid Services (DMS) and
serves the Cabinet for Health and Family Services (CHFS) staff through a wide range of programs and services
and is dedicated to providing efficient, effective, quality service.
OATS responsibilities include: information technology project management and process or system development and support. Our Mission at OATS is
to collaborate with partners to develop and enhance high quality Medicaid Information Systems. Through
partnerships with providers and Information Technology professionals, we strive to promote interoperability to
ensure consistent health care to Medicaid members across the Commonwealth.
Responsibilities and Duties:
- Provide technical leadership and direction in application development or customizations and makes recommendations on architecture and integrations.
- Perform project planning, establishes project requirements, schedules, and assigns work. Analyze existing systems and inefficiencies and provides solutions for improving operations.
- Meets with users or business analysts to determine existing system inefficiencies and/or problems, objectives, and operational needs. Assists all stakeholders in cross project system changes. Communicates complex technical issues to technical and non- technical staff.
- Maintain and oversee multiple applications, application development, teams, and support teams. Perform research and analysis required for project proposals, software and system modifications, and new projects.
- Assist with the technical part of Request for Proposals. Perform research work on claims data analysis.
- Perform Vendor Management, Project Management and Federal Reporting. Monitor projects related to State and Federal Regulations and Laws.
- Other duties as assigned.
Preferred Knowledge/Skills/Abilities:
- Systems analysis, business administration, or public administration experience, or requisite skills.
- Experience in computer programming, systems analysis, information services, research and statistics, business administration, or public administration will substitute for the bachelor's degree requirement on a year-for-year basis.
- Communication skills, planning, organizing skills, creative thinking, analytical thinking, attention to detail, time management, teamwork, initiative, ability to work under pressure, and decision making.
CHFS also participates in E-Verify and will provide the federal government with your Form I-9 information to
confirm that you are authorized to work in U.S. CHFS will only use E-Verify once you have accepted a job offer
and completed the Form I-9.
