Often overlooked, air pollution causes serious health effects and imposes significant economic burden. Air pollution, energy, and climate change are deeply intertwined. For this, clean air can be the secret weapon to tackle the crisis as the globe enters the defining decade where collective actions will determine our future. This makes Indonesia—the largest growing economy in Southeast Asia—a strong focus, as the nation navigates the complexities of meeting climate commitments while sustaining economic growth.

CREA’s work in Indonesia focuses on engaging with policymakers and local partner organizations through evidence and data, to advance efforts in air quality, energy and emissions in the country. Our team works with advocates, academics, and allies to identify the root causes, to highlight solutions and the necessary reforms, and to build awareness of the issue. 


About the Team

You will join our Indonesia-based unit—a high-impact team dedicated to monitoring air quality and energy developments. We specialize in transforming raw data into technical briefings and reports that empower policymakers and the public with actionable insights.

Our team serves as a technical backbone for a diverse network of partners, including civil society organizations, environmental lawyers, and political decision-makers. We provide the scientific evidence necessary to advocate for robust environmental and public health protections. For instance, our recent work involves identifying, modeling, and quantifying the health impacts of coal-fired power generation — spanning the JETP framework, the Banten-Suralaya complex, and the expanding nickel industry in Sulawesi and Maluku — to mobilize support for nationwide energy systems transformation and ultimately an accelerated coal phase-out. Beyond the power sector, our research portfolio also includes key energy-intensive industries (nickel, aluminum, iron and steel, among others).


About the Position

The Air Quality Analyst is a technical role sitting at the intersection of atmospheric science, industrial policy, and public health. You will assess the results of environmental and health impacts of key emitting sectors—specifically power and heavy industry—to provide the evidentiary basis for legal interventions, policy reform, and public awareness campaigns, and explain the implications to non-technical audiences. We are recruiting for an Analyst who will conduct analysis on topics around energy and air quality, as well as commitments around climate and clean air. This role reports to the Indonesia Team Lead. 

Key Responsibilities:

  • Sectoral Oversight: Maintain a deep understanding of Indonesia’s energy landscape and track policy dynamics influencing air quality.

  • Technical Monitoring: Analyze emission compliance and performance of coal-fired power plants, metal smelters, and industrial boilers.

  • Impact Modeling: Evaluate emission control technologies and quantify their projected health and socioeconomic outcomes.

  • Data Handling: Curate and analyse diverse datasets ranging from temporal air quality data to satellite-derived observations, point-source emission concentrations, and facility-level energy consumption. Proficiency in data analysis tools (e.g., Python, R, or advanced Excel) and geospatial software (QGIS/ArcGIS) is highly advantageous.

  • Communication: Translate technical findings into high-quality visualizations, sectoral briefings, and reports for non-technical stakeholders and the media.

  • Stakeholder Engagement: Represent CREA’s data-driven approach in public consultations, technical working groups, and meetings with government ministries.

Candidate Profile:

We are looking for an advocate who possesses the technical rigor to understand implications of Indonesia’s energy sector’s decisions on climate and clean air, and the strategic savvy to leverage those findings. This role is not just about generating data; it is about using that data to strategically tip the scales toward a cleaner energy future in Indonesia. 

  • Education: Bachelor’s degree in Atmospheric Science, Environmental Engineering, Data Science, Public Health, or Economics (Master’s and In-depth expertise preferred).

  • Evidence-Based Advocacy: 6+ years of experience in energy or environmental sectors, with a proven track record of using data to influence policy discussions or emission standards within the Indonesian context, and deep understanding of Indonesia’s regulatory landscape.

  • Stakeholder Navigation: Demonstrated experience engaging with key Indonesian institutions/agencies and building bridges with local partners and other advocacy groups.

  • Strategic Translation: Experience translating complex technical findings into briefing notes, position papers, or presentations tailored for non-technical decision-makers

  • Proficiency in Data Handling and Storytelling: Strong proficiency in data visualization and narrative building — the ability to turn emissions datasets into compelling calls to action for stakeholders.

  • Location: Based in Indonesia; preference for Jakarta-based candidates to support in-person stakeholder engagement.

  • Language: Professional fluency in English and Bahasa Indonesia (written and oral).

  • Strategic Skills: Strong research, analytical, and interpersonal skills, adaptable to a fast-paced environment, and comfortable working with a distributed global team. Experience translating complex technical findings into briefing notes, position papers, or presentations tailored for non-technical decision-makers. Comfortable initiating and maintaining partnerships with local groups to amplify research impact.
