Job Summary: The DLA Account Lead / Senior Program Manager owns the overall success and health of VivSoft's Defense Logistics Agency (DLA) portfolio, delivered directly and through joint venture partners. This is fundamentally a delivery role with a growth mindset. The Account Lead is the trusted, senior-level relationship owner across DLA, accountable for the portfolio's overall delivery performance and customer satisfaction, while actively partnering with the Growth team on shaping and winning new and follow-on work. This person maintains a home contract within the DLA portfolio for partial billability, but the primary focus of the role is account leadership: ensuring every DLA effort is performing well, staying close enough to DLA stakeholders to see problems and opportunities early, and being the connective tissue between delivery reality and growth strategy.
The DLA portfolio spans multiple active contracts and task orders across DLA's enterprise IT, modernization, and mission-support environment, delivered through our DLA JETS 2.0 vehicle under our joint venture.
Key Responsibilities: Account Leadership
Own overall delivery health and customer satisfaction across the DLA portfolio, staying close enough to each effort to know its status without personally running day-to-day execution on every contract.
Serve as a senior, trusted point of contact for DLA stakeholders, CORs, and Contracting Officers, complementing the individual PMs or leads who run day-to-day delivery on each contract.
Identify and resolve risk across the portfolio early, escalating and coordinating corrective action where needed.
Maintain strong relationships with joint venture partners to ensure aligned, cooperative delivery across shared efforts.
Mentor and support the PMs and delivery leads running individual DLA contracts.
Billable Delivery
Serve as the named PM or TOPM on one home contract within the DLA portfolio, maintaining approximately 50% personal billable utilization, with the remaining ~50% dedicated to account leadership and growth activities.
Capture & Growth Support
Partner closely with the Growth team on DLA pursuits. On most task order responses, capture is led by Growth or a joint venture partner; in these cases, the Account Lead supports with customer intel, solutioning, relationship context, and proposal input, reviewing or writing the sections for the account they own.
Lead organic growth on the DLA account, including scope expansions, emerging needs, recompetes/follow-ons, and opportunities where the Account Lead is directly shaping a solution with the customer, surfaced through day-to-day account relationships and led by the Account Lead with Growth in support.
Provide past/current performance narratives and account-specific proposal content for DLA pursuits.
Required Skills & Qualifications:
Must hold an active Secret clearance at the time of application.
Active Project Management Professional (PMP) certification.
Demonstrated DLA experience, including an understanding of DLA's mission, organization, acquisition environment, and key stakeholders across the agency.
Proven experience leading delivery across multiple federal contracts or task orders, with accountability for customer satisfaction and past performance.
Experience serving as a senior point of contact for government stakeholders, CORs, and Contracting Officers.
Experience supporting capture and proposal efforts, including customer intel, solutioning, and writing or reviewing proposal content.
Strong leadership, mentoring, and stakeholder management skills, with the ability to work effectively with joint venture partners.
Preferred Skills:
Prior experience supporting DLA directly, as a government employee or contractor.
Familiarity with the DLA JETS 2.0 contract vehicle and DLA's enterprise IT, modernization, and mission-support environment.
Performance Metrics: Delivery & Account Health
CPARS/past performance ratings of "Good" or higher across the DLA portfolio.
Customer (COR/KO) satisfaction and strength of relationships across DLA stakeholders.
Frequency and cadence of on-site customer visits and engagement across DLA sites and stakeholders.
Billable Performance
Personal utilization against target on the home contract.
Growth Contribution
Win rate on pursuits supported, and Growth/JV partner feedback on the quality and timeliness of capture support provided.
Number of new leads or stakeholder relationships surfaced and handed to Growth per quarter.
