Special District / Solid Waste Authority Compensation & Classification Consultan

AlphaGov is seeking a Special District / Solid Waste Authority Compensation & Classification Consultant for project-based engagements with solid waste districts, sanitary/irrigation districts, water/wastewater authorities, and similar special-purpose public agencies.

You will lead or support classification, compensation, and total-compensation studies for operating, technical, craft, professional, and management roles common to special districts — including pay structures, market peer sets, benefits valuation, and implementation recommendations. Ideal candidates have completed class/comp or total-rewards studies for solid waste authorities, sanitary districts, irrigation districts, or comparable special districts (not only general city/county HR).

What you'll do:

- Lead or support classification and compensation studies for special districts and solid waste / utility authorities

- Build peer sets that include special districts, public works, and comparable operating agencies

- Analyze craft, operator, scale-house, environmental, professional, and management roles

- Evaluate premiums, certifications, shift differentials, and total compensation practices

- Support job classification audits, rating manuals, salary ranges, and implementation cost models

- Prepare clear reports and board/management presentations (including multi-district joint studies when scoped)

- Contribute special-district technical content to AlphaGov proposals and scopes of work

Requirements

• 5+ years compensation, classification, or total-rewards consulting (or special-district HR compensation)
• Direct experience completing studies for solid waste, sanitary, irrigation, water/wastewater, or comparable special districts
• Strong analytical, writing, and stakeholder presentation skills
• Advanced Excel or comparable tools
• Nice to have: multi-district joint studies; public-works / utility peer surveys; CCP or WorldatWork credential; New England or CA special-district experience
