Overview

Milliman's Indianapolis Health practice is looking for a Senior Healthcare Policy Associate with substantial Medicaid regulatory policy and/or program implementation experience to join our healthcare policy consulting team. The successful candidate will have expertise in Medicaid program administration or close work with Medicaid agencies or other state health and human services agencies, as well as, a deep understanding of Medicaid regulatory requirements and state health policy levers.

Responsibilities

In this role, you will provide specific core tasks and responsibilities of the position, including:

  • Leading or supporting consulting engagements to help state Medicaid agencies and related agencies design, obtain authority for, and implement their programs through responsibility (directly and in leading teams) for:
    • Conducting Medicaid policy research and strategy development and developing innovative solutions in a rapidly changing healthcare policy environment
    • Providing synthesis and analysis of complex Medicaid legislation, regulations and federal guidance
    • Developing state policy documents and program materials
    • Reviewing emerging and existing regulatory requirements to understand implications for state clients’ programs
    • Researching and identifying leading-practice program approaches
    • Preparing client reports and developing cogent and engaging presentation materials
    • Effectively communicating results (verbal and written)
    • Facilitating discussions with clients and other stakeholders as needed to help clients develop their desired policy options
    • Being responsible for project management and tracking tasks and deadlines – may act as an overall project manager or work as part of a team to staff larger projects
  • Maintaining and growing subject matter expertise by:
    • Collaborating on thought leadership pieces and policy summaries on emerging Medicaid legislation, regulations, and federal guidance
    • Developing Medicaid policy-related subject matter expertise and keeping abreast of trends and regulatory changes affecting state clients
    • Understanding regulatory trends and emerging requirements and appropriately applying them to state-specific situations
    • Participating in team knowledge building activities to build team expertise and skills
  • Ensuring quality control processes and procedures are followed

Qualifications

  • Experience supporting complex Medicaid policy projects
  • Specific regulatory/policy/program administration experience in one, or more, of the following:
    • Medicaid managed care
    • Medicaid financing policy
    • Long term services and supports
    • Healthcare quality measurement and improvement
    • Value-based payment and healthcare delivery transformation
    • Safety net delivery systems (e.g., hospitals, behavioral health, primary care)
  • Excellent strategic thinking skills
  • Strong written and oral communication skills
  • Extensive experience working with Microsoft PowerPoint and Word; proficient in Excel
  • Experience managing workstreams and coordinating multi-disciplinary teams

Required

  • Bachelor's degree in health policy, public policy, health management, public health or related field
  • 5+ years’ experience working in any combination of the following: State Medicaid agency experience, CMS experience, or similar consulting or other Medicaid-related experience

Preferred

  • Master’s degree in health policy, public health, health management, public health or related field
  • 7+ years’ experience working in any combination of the following: State Medicaid agency experience, CMS experience, or similar consulting or other Medicaid-related experience
  • Specific regulatory/ policy experience in one or more of the following:
    • Medicaid quality initiatives
    • Value-based payment
    • State and federal Medicaid regulations

    The Team

    The Indianapolis Health Practice is strategically structured to serve state Medicaid agencies and other health and human services agencies. The policy team provides strategy and program design support for our state agency clients, in close collaboration with professionals from other teams to best serve each of our clients’ unique needs. You will work in a matrix environment, learning from seasoned consultants and gaining exposure to projects across a range of states and agency types. As a member of this team, you will observe how we provide comprehensive consulting services which span from many different disciplines and backgrounds including actuarial, policy, finance, pharmacy, and data management, all working together for a common goal to best serve our clients’ needs.

    Location 

    This role is based out of the Milliman office in Indianapolis, IN but candidates hired into this role may work remotely anywhere in the US. 

    Compensation

    The overall salary range for this role is $93,700 - $177,675. A combination of factors will be considered, including, but not limited to, education, relevant work experience, qualifications, skills, certifications, etc. In addition, we offer a performance-based bonus-plan, profit sharing, and generous benefits. 

    For candidates residing in: 

    • Alaska, California, Connecticut, Illinois, Maryland, Massachusetts, New Jersey, New York City, Pennsylvania, Virginia, Washington, or the District of Columbia the range is $107,755 - $177,675
    • All other locations the range is $93,700 - $154,500

     A combination of factors will be considered, including, but not limited to, education, relevant work experience, qualifications, skills, certifications, etc.
