ASI Government is seeking experienced Senior Contract Specialists to join a dedicated acquisition support team in direct support of the Centers for Disease Control and Prevention's (CDC) Office of Acquisition Services (OAS). This is a key personnel position under a Time & Materials contract supporting CDC's Office of Safety, Security, and Asset Management (OSSAM) modernization initiative. Senior Contract Specialists will independently perform the full acquisition lifecycle for assigned requirements and are expected to complete approximately 4–5 procurement requests per week following the onboarding period, with approximately 240 procurement actions annually.

Key Responsibilities:

  • Perform pre-award acquisition functions including gathering historical procurement data, conducting and documenting market research, providing advice on regulatory impacts, and obtaining required reviews and approvals.
  • Develop and edit solicitation documents for OAS review, including Requests for Proposals (RFPs), Requests for Quotes (RFQs), Invitations for Bids (IFBs), combined synopsis/solicitations, determinations and findings, and memoranda for the record.
  • Prepare pre-solicitation and solicitation notices for publication on Beta.sam.gov, GSA eBuy, NITACC, NASA SWEP, and/or agency websites.
  • Support Small Business Administration 8(a) procurements including preparing offering letters, coordinating with SBA, and entering data into the Small Business Customer Experience (SBCX) system.
  • Facilitate communications with vendors, servicing agencies, and government-wide acquisition contract (GWAC) vehicles as required.
  • After receipt of offers or quotes, assist with controlling vendor communications, supporting technical and past performance evaluations, preparing price/cost analyses, and identifying negotiation objectives.
  • Prepare award documents, supporting documentation, and source selection records; complete procurement data reports in FPDS; and prepare award notices and debriefing documents for unsuccessful offerors.
  • Perform post-award contract administration including processing contract modifications (unilateral and bilateral), issuing option exercise notices, performing de-obligations, and advising contractors and program officials on administrative matters.
  • Maintain complete and accurate digital/electronic procurement files and submit to the COR no later than 10 business days after action completion.
  • Attend kick-off meetings, bi-weekly update meetings with the COR, and respond to data calls from the Program Manager.
  • Complete required training including CDC's ICE system, HHS/CDC Information Security Awareness, Privacy, Records Management, and role-based security training.

Required:

  • Bachelor's degree required.
  • Minimum of 5 years of experience performing cradle-to-grave federal contracting.
  • Current or previous FAC-C (Federal Acquisition Certification in Contracting), or civilian equivalent.
  • Demonstrated knowledge of the Federal Acquisition Regulation (FAR) and ability to apply regulatory guidance across a variety of procurement actions.
  • Experience preparing solicitation documents, conducting source selections, and managing contract administration functions.
  • Ability to obtain a Background Investigation clearance.
  • Strong attention to detail with the ability to manage multiple concurrent procurement actions and meet reporting deadlines.

Preferred:

  • Previous experience with CDC's Integrated Contract Expert (ICE) contract writing system.
  • Familiarity with HHS Acquisition Regulation (HHSAR) and HHS/CDC local acquisition policies.
  • Experience with GSA Multiple Award Schedule (MAS), GWACs, and 8(a) program procurements.
  • Experience with FPDS data entry and procurement reporting.
  • Knowledge of CPARS contractor performance reporting procedures.
