SENIOR CONTRACT SUPPORT SPECIALIST (SCS)

Primary Functional Area: Federal Acquisition Support – Contract Closeouts
PRIMARY FUNCTIONAL FOCUS (SUBJECT TO CHANGE BASED ON DHS NEEDS)
This position will primarily support DHS contract closeout operations, including reviewing, reconciling, and completing closeout actions across multiple contract types. Core responsibilities include validating financial data, preparing closeout documentation, drafting closeout modifications, and processing de‑obligations in accordance with FAR, HSAR, and DHS policy. While the primary focus is contract closeouts, assigned duties may change based on evolving DHS mission needs, requiring support for additional acquisition functions such as pre‑award, post‑award, or complex service contract actions.
POSITION OVERVIEW
The Senior Contract Support Specialist (SCS) provides advanced federal acquisition support to DHS. The role requires expertise in contract administration, closeout procedures, regulatory compliance, and documentation quality. The SCS ensures all assigned actions meet FAR, HSAR, and DHS procurement standards while maintaining accuracy, timeliness, and audit readiness. Responsibilities may expand based on DHS operational priorities.
KEY DUTIES AND RESPONSIBILITIES
● Execute full lifecycle contract closeout actions, including file reviews, financial reconciliation, de‑obligations, and closeout documentation.
● Review award files, modifications, invoices, correspondence, and financial records for completeness and compliance.
● Prepare unilateral and bilateral closeout modifications and supporting documentation.
● Validate unliquidated obligations; coordinate with CORs, COs, and DHS finance offices.
● Draft closeout packages, release forms, property disposition records, and final invoice documentation.
● Maintain digital/electronic contract files in DHS systems; ensure accuracy and audit readiness.
● Apply FAR, HSAR, and DHS procurement policies to all assigned actions.
● Support DHS acquisition activities as needed, including pre‑award and post‑award actions.
● Prepare procurement documentation, status reports, and required deliverables for DHS leadership.
● Provide advisory support to junior acquisition personnel and help resolve complex contracting issues.
● Perform duties in accordance with DHS standards, policies, and evolving mission needs.
MINIMUM QUALIFICATIONS (PWS‑REQUIRED)
● Bachelor’s degree OR 24 semester hours in business, finance, law, contracts, purchasing, economics, or related fields.
● Minimum of 5 years of recent (within the last 7 years) federal acquisition experience, including pre‑award and post‑award support.
● Demonstrated experience closing out contracts for federal agencies.
● Extensive knowledge of FAR, HSAR, and federal procurement policies.
● Experience supporting contracts above the Simplified Acquisition Threshold (SAT).
● FAC‑C (Level I/II/III or Professional) or DAWIA Level III in Contracting, or equivalent coursework.
● Proficiency with DHS‑relevant systems and tools, including:
○ PRISM (DHS contract writing system)
○ FPDS
○ SAM.gov
○ CPARS
○ SharePoint
○ Microsoft Office Suite (Teams, Word, Excel, Outlook)
● Ability to prepare complete, compliant procurement and closeout documentation.
PREFERRED / DESIRED QUALIFICATIONS
● Experience supporting DHS or homeland security components (CBP, ICE, TSA, FEMA, USSS).
● Experience conducting large‑volume closeouts across multiple contract types.
● Ability to analyze complex contracting issues and recommend solutions.
● Strong time management, writing, and documentation skills.
● Experience coordinating with CORs, COs, finance offices, and stakeholders across multiple sites.
● Ability to refine evaluation criteria, improve documentation quality, and support acquisition process improvements.
