Position Overview
The Senior Contract Specialist will provide expert-level, full lifecycle federal acquisition support to the United States Department of Health and Human Services. This role supports all phases of the acquisition lifecycle, including planning, solicitation development, evaluation, award, administration, and closeout. The Senior Contract Specialist serves as a subject matter expert on federal contracting regulations, acquisition strategy, and advanced analytical methods supporting complex marine operations procurements. This role is fully remote, but candidates must live within the Washington, DC Metro area.
Key Responsibilities
- Develop, advise, and recommend acquisition strategies, including approaches, options, risks, milestones, competition methods, sources, cost considerations, and overall procurement planning.
- Assist program offices in drafting Statements of Work (SOW), Statements of Objectives (SOO), Performance Work Statements (PWS), and related requirements documents.
- Research and draft specifications, performance metrics, and standards to support performance-based acquisition.
- Prepare Independent Government Cost Estimates (IGCEs) based on market research, historical data, and comparable acquisitions.
- Assist COs with pre-negotiation objectives, discussions, and documentation.
- Draft award documents, COR designation letters, and ensure timely reporting.
- Prepare contract modifications, option exercise documentation, and assist in resolving contractor performance issues.
Required Qualifications
- Expert-level knowledge of federal contracting laws, policies, regulations, and procedures.
- HHS, CDC, NIH, FDA or CMS acquisition experience required
- Bachelors Degree
- Minimum 10 years of operational experience in federal contracting.
- Expertise in source selection procedures for complex acquisitions.
- Excellent professional writing, communication, and customer service skills.
- Strong organizational skills and ability to manage concurrent priorities.
Certification required: DAWIA Level III, or FAC-C Level III.
