Role Summary

The Senior Business Analyst will lead the business analysis workstream, mapping existing processes, documenting and prioritising requirements, and assessing the operational and financial impact of proposed changes on building control authorities and their IT providers. Operating at SFIA Level 5, this role requires an experienced analyst capable of working autonomously in a complex, multi-stakeholder public sector environment and producing high-quality analytical outputs that directly inform decision-making.



Key Responsibilities

• Lead the “as-is” process mapping of how building control authority teams manage notification,documenting process variations across different authority types (urban, rural, large, small)

• Facilitate structured workshops and interviews with BCA representatives to elicit, document and validate current-state processes, pain points and workarounds

• Analyse the operational, resource and financial impact of the current system issues on building control authorities, including the effect on enforcement activity and conveyancing processes

• Elicit, document and prioritise requirements for the new system, clearly distinguishing between essential needs (must-have) and desirable improvements (nice-to-have) using MoSCoW or equivalent techniques

• Produce clear, structured and high-quality BA artefacts including process maps, data flow diagrams, requirements registers, gap analyses and impact assessments

• Support the Technical Architect in understanding the business context of technical integration requirements

• Collaborate with the User Researcher and Service Designer to ensure requirements are grounded in user evidence

• Identify and document constraints, assumptions and dependencies relevant to the design of the new system

• Contribute to the final discovery report, specifically the requirements, as-is mapping and impact assessment sections

• Mentor and support junior analysts within the team


Essential Skills & Experience

• Significant experience as a Business Analyst in UK central or local government digital delivery

• Strong process mapping skills using tools such as Visio, Lucidchart, Miro or equivalent

• Experience eliciting, documenting and prioritising requirements in complex, multi-stakeholder environments

• Proficiency in requirements management techniques including MoSCoW, user stories and acceptance criteria

• Strong analytical skills with the ability to identify patterns, inconsistencies and themes across large volumes of data

• Experience producing high-quality written reports and business analysis documentation

• Ability to work collaboratively in multidisciplinary Agile teams

• SFIA Level 5 competencies as defined in the SFIA framework


Desirable Skills & Experience

• Experience conducting business analysis in a local authority, building control or regulatory environment

• Knowledge of GDPR and data governance considerations in local government contexts

• Familiarity with government digital frameworks including GDS Service Standard and the Technology Code of Practice

• Professional BA accreditation (e.g. BCS International Diploma in Business Analysis, IIBA CBAP)
