Employment: Full-time

Summary:

KBR is seeking a senior subject matter expert (SME) to support the Test and Evaluation Threat Resource Activity (TETRA) in Air Warfare Test and Evaluation (T&E), threat modeling and simulation (M&S), hardware-in-the-loop (HWIL), and over-the-air (OTA) test capability development. The ideal candidate brings deep experience across developmental test (DT) and operational test (OT), threat surrogate development and validation, air electronic warfare (EW) systems, and intelligence community (IC)-produced threat emulators. This role will help define requirements, assess test capabilities, support range and laboratory integration, and provide technically rigorous analysis and recommendations to government stakeholders across the DoD and IC.

Key Responsibilities:

• Lead technical assessments for Air Warfare T&E efforts spanning laboratory, HWIL, open-air range, and flight test environments.

• Develop and evaluate threat M&S approaches, including threat surrogates, IC-validated digital models, and closed-loop or open-loop threat representations for T&E.

• Define requirements and methodologies for OTA test capabilities, threat emitter systems, mobile threat simulators, and HWIL test infrastructure that support specification verification, mission effectiveness assessment, and rapid reprogramming validation in support of TETRA and the office of the Director, Operational Test and Evaluation (DOT&E).

• Provide subject matter expertise in Air EW M&S capabilities, threat environment assessments, intelligence-based analyses, and the operational use of threat emulators produced by the IC.

• Coordinate with government, industry, academia, test ranges, laboratories, and intelligence stakeholders to mature test capabilities, assess system performance, support acquisition decisions, and identify cost, schedule, and technical risk reduction opportunities.

Minimum Qualifications:

• Bachelor’s degree in Engineering, Computer Science, Physics, or a related technical discipline.

• 20+ years of relevant experience in Air Warfare T&E, threat M&S, flight test, laboratory test, range test, or related defense acquisition and integration activities.

• Active TS clearance required; TS/SCI eligibility required, with active TS/SCI strongly preferred.

• Demonstrated experience with threat surrogate development, verification and validation (V&V), intelligence data and threat assessments, and integration of threat models into Live, Virtual, and Constructive (LVC) test environments.

• Experience developing requirements, test methodologies, test plans, technical assessments, and briefing materials for senior government and program leadership.

• Strong communication skills and proven ability to work effectively across the DoD, IC, national labs, federally funded research and development centers (FFRDCs), industry, and academia.

Preferred Qualifications:

• Experience with Air EW systems, countermeasures, rapid reprogramming test environments, IC-accredited threat models, mobile threat simulators, and major platform programs such as fighter, unmanned, Artificial Intelligence (AI) -enabled, or electronic attack aircraft.

• Experience working with organizations such as TETRA, MSIC, NASIC, DOT&E, TRMC, AFRL, NRL, NAWCAD, or major defense industry laboratories and test organizations.

• DAWIA or equivalent certification in Systems Engineering, T&E, or Program Management is preferred.

Work Conditions & Travel:

• Primary duty location: CONUS remote/work from home acceptable. Occasional travel to KBR sites, customer sites, test ranges, laboratories, and government or industry partner locations may be required.
