Koniag IT Systems (KITS), a Koniag Government Services company, is seeking an experienced SailPoint Subject Matter Expert (SME) to lead and support Identity Governance and Administration (IGA) initiatives leveraging the SailPoint platform for our government customers. The ideal candidate is a highly skilled identity management professional with deep expertise in SailPoint architecture, configuration, and deployment, committed to delivering secure and compliant identity governance solutions in complex federal environments. This position requires an active Secret Clearance.

The SailPoint SME will serve as the primary technical expert responsible for the design, implementation, integration, and ongoing management of SailPoint Identity Governance solutions in support of federal government customers. This individual will work closely with security teams, application owners, system administrators, and government stakeholders to ensure SailPoint deployments are secure, scalable, and aligned with federal ICAM standards and identity governance best practices. Principal responsibilities will include but are not limited to:

• Serve as the primary technical subject matter expert for SailPoint IdentityIQ and/or IdentityNow, providing expert-level guidance on architecture, design, and implementation decisions.
• Lead the design, configuration, and deployment of SailPoint identity governance solutions including access certifications, role management, access request, and provisioning workflows.
• Perform day-to-day administration and maintenance of the SailPoint platform, including connector configurations, application onboarding, and policy management.
• Develop and maintain SailPoint connectors, rules, workflows, and custom integrations to support enterprise identity governance requirements.
• Integrate SailPoint with enterprise applications, directory services, and cloud platforms to enable automated provisioning and de-provisioning of user access.
• Collaborate with government stakeholders, security teams, and application owners to define identity governance requirements and translate them into effective SailPoint solutions.
• Support the design and implementation of Role-Based Access Control (RBAC) models, Separation of Duties (SoD) policies, and access certification campaigns.
• Ensure SailPoint configurations and deployments comply with federal security standards including NIST SP 800-53, FISMA, FedRAMP, and Zero Trust Architecture principles.
• Troubleshoot and resolve complex SailPoint platform issues, conducting root cause analysis and implementing corrective actions to minimize service disruptions.
• Monitor SailPoint system performance, audit logs, and access reports to identify anomalies, compliance gaps, and potential security risks.
• Support Authority to Operate (ATO) processes and security assessments related to SailPoint platform components.
• Develop and maintain comprehensive technical documentation including architecture designs, integration guides, runbooks, and standard operating procedures.
• Provide technical mentorship and knowledge transfer to junior team members and government stakeholders on SailPoint capabilities and identity governance best practices.
• Stay current with SailPoint product updates, emerging identity governance trends, and evolving federal ICAM policy requirements.

Education and Experience:
Required:

• Bachelor's degree in Cybersecurity, Information Technology, Computer Science, or a related field from an accredited college or university.
• 7+ years of experience in Identity and Access Management (IAM) or Identity Governance and Administration (IGA).
• 4+ years of hands-on experience designing, deploying, and administering SailPoint IdentityIQ and/or IdentityNow in an enterprise environment.
• Active Secret Clearance required.

Required Skills and Competencies:

• SailPoint Certified IdentityIQ Engineer or SailPoint Certified IdentityNow Engineer certification.
• SailPoint Certified IdentityIQ Architect or equivalent advanced SailPoint certification.
• Exceptional communication skills in English – both written and oral – with the ability to effectively communicate complex technical concepts to both technical and non-technical stakeholders, including senior government officials.
• Deep hands-on expertise with SailPoint IdentityIQ and/or IdentityNow, including lifecycle management, access certifications, role management, and provisioning workflows.
• Strong proficiency in SailPoint development including BeanShell/Java scripting, rules, workflows, and custom connector development.
• Experience integrating SailPoint with enterprise directory services including Microsoft Active Directory and Azure Active Directory.
• Proficiency in identity federation and provisioning protocols including SAML 2.0, OAuth2, OpenID Connect (OIDC), and SCIM.
• Strong understanding of Identity Governance and Administration (IGA) concepts including Role-Based Access Control (RBAC), Separation of Duties (SoD), and access lifecycle management.
• Working knowledge of federal ICAM frameworks including FICAM, NIST SP 800-63, and OMB identity-related memoranda.
• Familiarity with Zero Trust Architecture principles and their application to identity governance programs.
• Strong understanding of cybersecurity frameworks including NIST SP 800-53, FISMA, and FedRAMP compliance requirements.
• Experience supporting Authority to Operate (ATO) processes and contributing to System Security Plans (SSPs) related to identity governance platforms.
• Ability to troubleshoot and resolve complex identity governance issues across integrated enterprise systems and applications.
• Proven ability to develop and maintain comprehensive technical documentation including architecture diagrams, integration specifications, and operational runbooks.
• Ability to work both independently and collaboratively in a team environment, effectively managing multiple priorities in a fast-paced, deadline-driven setting.
• Active Secret Clearance.

Desired Skills and Competencies:

• Experience working in a federal government or Department of Defense (DoD) IT environment.
• Experience with Privileged Access Management (PAM) solutions such as CyberArk or BeyondTrust and their integration with SailPoint.
• Familiarity with cloud-based identity solutions such as Microsoft Azure AD, Okta, or Ping Identity and integration with SailPoint.
• Experience with cloud platforms such as Microsoft Azure, AWS, or Google Cloud and their native identity and access management services.
• Knowledge of PIV/CAC credentialing and smart card authentication in federal environments.
• Experience supporting FedRAMP authorization processes and contributing to continuous monitoring activities.
• Familiarity with DevSecOps practices and CI/CD pipeline integration with identity governance services.
• Experience with Agile Development Methodology and Scrum frameworks.
• Certified Information Systems Security Professional (CISSP) or CompTIA Security+.
