Right of Way Agent - Oregon

Clark Land is seeking an experienced Right of Way Agent to support right of way projects throughout Oregon and the Pacific Northwest. This position will work across multiple aspects of the right of way process, which may include property research, title review, acquisition, design review, field services, permitting, relocation support, and project documentation.

The ideal candidate is detail-oriented, comfortable working with property owners and project stakeholders, and able to interpret the legal documents, maps, plans, and property information commonly encountered in right of way work.

An active Oregon Real Estate License is required. Active real estate licenses in Washington and/or Idaho are highly desirable.

What You’ll Do

Depending on project needs and your experience, responsibilities may include:

• Conduct property, ownership, easement, right of way, and land title research.
• Review deeds, easements, leases, title reports, legal descriptions, assessment maps, surveys, and other property records.
• Identify property ownership, encumbrances, existing rights, and potential title issues.
• Interpret legal descriptions and property information and assist with plotting legal descriptions when needed.
• Review engineering plans, survey drawings, alignment sheets, construction plans, and property maps to identify right of way requirements.
• Prepare and review right of way documents, including easements, leases, acquisition documents, exhibits, and related project materials.
• Communicate and negotiate with property owners and other parties of interest regarding property rights and project needs.
• Support acquisition activities and maintain familiarity with property valuation, condemnation, and eminent domain requirements.
• Participate in field activities, including property inspections, job walks, and post-construction activities.
• Serve as a liaison among property owners, clients, project teams, engineers, construction teams, and jurisdictional agencies.
• Research applicable ordinances, permitting requirements, and agency processes and assist with preparation of permit or regulatory applications.
• Respond to requests for information and coordinate the collection of surveys, title reports, property documentation, and other project information.
• Maintain accurate and timely project records and enter right of way activity into applicable client and company systems.
• Follow established client and project procedures and assist with developing standard operating procedures when needed.
• Participate in client, project, regulatory, and industry meetings as appropriate.

Qualifications

• Active Oregon Real Estate License. 
• Right of way, real estate, land services, title, acquisition, permitting, or related experience.
• Working knowledge of real estate documents, property records, legal descriptions, maps, plans, and surveys.
• Strong communication, organization, and attention to detail, with the ability to work independently and collaboratively.
• Experience with right of way acquisition, title research, permitting, relocation, or utility/infrastructure projects.
• IRWA credentials such as RWA, RWP, or SR/WA preferred.

What We’re Looking For

• 3+ years of title research, title examination, or closely related title experience.
• 3+ years of professional real estate, right-of-way, land services, property acquisition, land administration, or comparable real-property experience. Residential real estate sales experience alone does not meet this requirement.
• Experience reading and interpreting legal descriptions, deeds, easements, title reports, and recorded property documents.
• Strong research, analytical, organizational, and communication skills.
• High attention to detail and ability to manage multiple assignments independently.
• Utility, infrastructure, energy, public works, or right-of-way project experience is preferred.

Work Environment

This position is considered remote because Clark Land does not maintain a local office in Oregon. Employees assigned to a Clark Land corporate office are generally expected to work in the office three days per week; however, this position will work remotely due to its geographic location.

The role will require travel to project sites, client locations, public agencies, or other locations based on project needs.
