1.             PURPOSE OF THIS CONTRACT

The purpose of this assignment is to produce a high-quality promotional video that documents and showcases the conservation achievements, biodiversity, community livelihoods, and ecotourism potential of the Sang Rukhavorn Community Protected Area in Oddar Meanchey Province. The video will serve as an advocacy and communication tool, capturing the unique relationship between local communities, Buddhist monks, and forest ecosystems, while highlighting the area's environmental, social, and cultural significance.

The video is expected to strengthen public appreciation of the protected area and demonstrate the value of community-led conservation. It will promote sustainable ecotourism and local cultural heritage, inspire greater engagement from government agencies, development partners, conservation organizations, and visitors, and support ongoing efforts to protect natural resources. Ultimately, the video will contribute to the long-term conservation of forest ecosystems and the sustainable development of communities that depend on them.

2.             BACKGROUND AND CONTEXT

Climate Resilience for All (CREFA) is a yearslong initiative under Oxfam in Cambodia’s Natural Resource Governance Program, developed by a consortium of nine organizations specializing in climate-smart agriculture, renewable energy, and policy dialogue. The project aims to reduce climate vulnerability among Cambodians through targeted activities that build local capacity and influence policy, using a twin-track approach of grassroots empowerment and institutional engagement. CREFA works closely with government bodies, local authorities, private sector actors, CSOs, and smallholder farmers, focusing on inclusive climate action aligned with SDGs 7, 12, and 13. It prioritizes marginalized groups—especially women, ethnic minorities, and people with disabilities—through a GEDSI-informed approach. CREFA supports national and international climate strategies and marks the beginning of a multi-year climate initiative to turn climate risks into opportunities for sustainable, equitable development.

Since the launch of the Climate Resilience for All (CREFA) Project in 2024, the Village Support Group (VSG), as implementing partner, has been supporting nine Community Forestry (CF) and Community Protected Areas (CPA) across Oddar Meanchey and Banteay Meanchey provinces. Through CREFA project, VSG has worked with the Sang Rukhavorn Community Protected Area to strengthen both forest conservation and sustainable livelihood opportunities for local communities.

The project has promoted the sustainable management and harvesting of non-timber forest products (NTFPs), including mushrooms, bamboo shoots, wild honey, medicinal plants, and forest fruits. These forest resources play a vital role in supporting household incomes and food security, particularly during the rainy season when agricultural income may be limited.

To enhance environmental protection, VSG has also supported forest restoration and biodiversity conservation efforts through tree-planting campaigns, environmental awareness activities, tree inventory and community-led forest patrols. These interventions help prevent illegal logging, wildlife poaching, and other threats to the protected area while strengthening local participation in natural resource management and improving community resilience to climate change.

In addition, VSG has supported the development of community-based ecotourism by assessing tourism potential, facilitating engagement with tourism operators and experts, and identifying opportunities to improve visitor experiences through enhanced promotion, community mapping, signage, and tourism services. These efforts aim to diversify local income sources, showcase the area's rich natural and cultural heritage, and create stronger incentives for communities to protect and sustainably manage their forest resources over the long term.

Witnessing the community’s efforts, achievements, and ongoing challenges, Oxfam recognizes the importance of producing a 15–25-minute promotional video to showcase the impact of the CREFA Project in the Sang Rukhavorn Community Protected Area. The video will highlight how community-led conservation, sustainable livelihood practices, and ecotourism development are strengthening climate resilience, protecting biodiversity, and improving local well-being. It will also serve as a valuable tool for raising awareness, sharing good practices, strengthening stakeholder engagement, and mobilizing continued support for long-term forest conservation and sustainable community development.

3.             ABOUT SANG RUKHAVORN COMMUNITY PROTECTED AREA

Sang Rukhavorn Community Protected Area, also known as Sorng Rukhavorn or Sang Rukhavoan, is a community-led forest conservation area located in Oddar Meanchey Province, northwestern Cambodia. The area forms part of the wider Sang Rukhavorn Wildlife Sanctuary, which covers approximately 30,254 hectares across Samraong Municipality, Anlong Veng District, and Chong Kal District. It is widely regarded as a successful example of community-based conservation, demonstrating how local communities and Buddhist monks can work together to protect forests, biodiversity, and natural resources from threats such as illegal logging and wildlife poaching.

The conservation movement was spearheaded by Venerable Bun Saluth, a Cambodian Buddhist monk who began mobilizing local communities to protect the forest in the early 2000s. Initially established as a community-led forest protection and wildlife conservation area, it later gained official recognition as a community forest. In recognition of its ecological significance and conservation achievements, the Royal Government of Cambodia designated the broader landscape as the Sang Rukhavorn Wildlife Sanctuary in April 2018, incorporating both the Sang Rukhavorn and Rattanak Rokha community forests into the protected area network.

The sanctuary is rich in biodiversity and contains valuable native timber species, diverse wildlife habitats, and a wide range of non-timber forest products (NTFPs). Community members sustainably harvest forest resources such as mushrooms, bamboo shoots, wild honey, medicinal plants, forest fruits, vegetables, and deadwood for household fuel. These resources play an important role in supporting local livelihoods, particularly during the rainy season, with some households earning up to 100,000 riel per day from mushroom collection alone.

To safeguard these natural resources, community members regularly conduct forest patrols to combat illegal logging and hunting, while also engaging in tree planting, forest restoration, environmental education, and sustainable resource management activities. These efforts contribute to biodiversity conservation, climate resilience, and the sustainable development of local communities. Despite these achievements, the area continues to face a number of challenges, including illegal logging, wildlife poaching, land encroachment, and threats against community forest patrol members. Addressing these ongoing pressures remains essential to ensuring the long-term protection and sustainability of Sang Rukhavorn and other protected forests across Oddar Meanchey Province.

4.             SCOPE OF WORK

The video production shall aim to promote awareness of the ecological and conservation importance of the Sang Rukhavorn Community Protected Area by highlighting its rich biodiversity, natural landscapes, and cultural values. It will showcase the significant contributions of local communities and Buddhist monks in forest conservation and natural resource management, while documenting community livelihoods that depend on the sustainable use of forest resources. The video will also promote responsible and sustainable ecotourism opportunities within the community and encourage support from relevant stakeholders for long-term forest conservation and sustainable development initiatives. The responsibilities of the selected service provider include:

PRE-PRODUCTION

• Understand the objective and key messages. Conduct consultations with project stakeholders and community representatives.
• Develop a detailed concept note, script, storyboard, filming plan, visual style and tone.
• Identify key interviewees and filming locations.
• Obtain all necessary filming permissions and participant consents.

PRODUCTION

• Capturing high-quality video footage covering:

• Forest landscapes and biodiversity.
• Community forest patrols and conservation activities.
• Collection and sustainable use of non-timber forest products.
• Community livelihoods
• Buddhist monks' role in forest protection.
• Ecotourism attractions and visitor experiences.

• Interviews with community leaders, and beneficiaries.
• Securing informed consent form (to be provided by Oxfam) from all people including children whose data were collected.
• Capture portrait photo of all the main protagonist, some action shot and wide shot of the environment that can be used in the project impact and awareness raising.

POST-PRODUCTION

• Edit and produce a compelling video that reflects community achievements, experiences, and challenges.
• Provide all necessary production materials and outputs.
• Produce the video in Khmer with English subtitles, and vice versa if required.
• Include sign language interpretation to ensure accessibility.
• Ensure compliance with Oxfam branding guidelines, including approved fonts, colors, logos, and any donor branding requirements.
• Use properly licensed music to avoid copyright claims and enable unrestricted use by Oxfam.
• Ensure content is gender-sensitive and inclusive.
• Avoid featuring or promoting single-use plastic items such as plastic bottles, plastic cups, and plastic bags.

5.             DELIVERABLES

Selected service provider is expected to complete the following deliverables:

• Video production plan including schedule
• Script and Storyboard: Collaborate with Oxfam to develop a comprehensive script and storyboard for the video production. This includes outlining the narrative, key messages, and visual elements that will be incorporated into the video.
• 15 to 25-Minute High-Quality Video Production: Create a visually appealing and engaging 15 to 25-minute video production that effectively indicates the ecological and conservation importance of the Sang Rukhavorn Community Protected Area by showcasing its biodiversity, natural landscapes, and cultural values. It highlights the role of local communities and Buddhist monks in conservation, promotes sustainable livelihoods and ecotourism, and encourages stakeholder support for long-term forest conservation and sustainable development. The video is in Khmer with English sub-title and sign language.
• Provide all resources (such as footages, photos, and voice records) used for this assignment and all products produced under this contract (such as raw files and clean versions of the videos) to Oxfam.
• Selected raw footages of the video that we can use for future materials.
• 50 high quality photos of portrait, action photo and environmental shot.

6.             PAYMENT SCHEDULE

Actual remuneration is based on submissions of deliverables according to the agreed schedule. Service provider is expected to provide financial proposal, that must include the cost breakdown of each type of deliverable and necessary activities to carry out this assignment. Oxfam will pay 15% withholding tax for resident taxpayer or 14% withholding tax for non-resident taxpayer to the Cambodian Government from the respective net fee. The tentative payment schedule is as below.

7.             METHODOLOGY

The potential service provider(s) is expected to provide a suitable methodology and work plan for the assigned tasks. They should propose an approach that outlines the steps, processes, and techniques they intend to make a successful 15-25-minutes video production. The methodology should demonstrate a clear understanding of the project objectives and align with best practices in the field. The work plan should outline the timeline, deliverables, and resource allocation necessary to complete the assignment effectively and efficiently.

8.             PROFILE REQUIREMENTS

The service provider should have the following competencies:

• Professional expertise in journalism, editing, creative writing or equivalent combination of relevant experience,
• Ability to produce concept storyboards/peg boards for internal coordination purposes,
• Highly experienced in videography, videography and well-versed in social media,
• Expertise in setting up sound and lighting for video purposes,
• Up to date on trends in video technology as well as social media and web marketing,
• Understanding of broadcasting, video encoding equipment, video codecs, and live video delivery systems,
• Ability to translate from English to Khmer and Khmer to English,
• Excellent writing and storytelling expertise,
• Interpersonal skills necessary for successful communication with customers and team members,
• Ability to work independently and under tight time constraints, and
• Creative and outgoing, enjoys bringing new ideas to the table during brainstorming sessions.
