We are seeking an experienced Regulatory Counsel to focus on the company's domestic and international telecommunications regulatory strategy in support of a rapidly growing global Low Earth Orbit (LEO) satellite constellation. This attorney will advise executive leadership and regulatory, engineering, business development, product, and operations teams on complex regulatory matters involving satellite communications, spectrum management, licensing, and international market access. 

The successful candidate will serve as an advisor on matters before the Federal Communications Commission (FCC), while coordinating with international regulators, the International Telecommunication Union (ITU), foreign telecommunications authorities, and U.S. government agencies, including the Department of Defense (DOD) and National Telecommunications and Information Administration (NTIA). 

The ideal candidate has experience with commercial LEO constellations, satellite broadband systems, radio spectrum, and navigating both domestic and international regulatory environments.   

This position will be located onsite in Arlington, Texas, or be remote in the Washington, D.C. area and will report to the General Counsel or Head of Regulatory and Government Affairs.

What you will do
  • Lead preparation and filing of applications, petitions, comments, reply comments, waivers, requests for special temporary authority (STA), experimental licenses, earth station authorizations, and related pleadings before the FCC.  

  • Advise internal stakeholders on regulatory issues such as:  

    • Satellite licensing  

    • Earth station licensing  

    • Spectrum access/allocations  

    • Spectrum sharing  

    • Interference analysis  

    • Equipment authorization  

    • Market access   

  • Monitor FCC proceedings affecting satellite services, spectrum policy, Direct-to-Device (D2D), Supplemental Coverage from Space (SCS), non-geostationary satellite systems (NGSO), mobile satellite service (MSS), fixed satellite service (FSS), and emerging commercial space regulations.  

  • Analyze FCC Notices of Proposed Rulemaking (NPRMs), Orders, Public Notices, and enforcement actions.  

  • Develop legal and policy strategies to secure favorable regulatory outcomes.  

  • Draft ex parte presentations and represent the company during FCC meetings.  

  • Support international market access for satellite services.  

  • Assist in coordination with foreign telecommunications regulators regarding licensing and landing rights.  

  • Work with foreign counsel, consultants, etc. regarding licensing and spectrum authorizations.  

  • Advise on ITU Radio Regulations and related international requirements.  

  • Support submissions to ITU and other international authorities. 

  • Support domestic and international spectrum coordination activities.  

  • Work closely with company engineers to develop technical demonstrations and evidence supporting FCC and international filings.  

  • Provide practical legal advice to engineering, operations, product, regulatory, and business development teams. 


Required qualifications
  • 5+ years of substantive experience in telecommunications law/policy, either in private practice, in-house, or government service.  

  • Significant experience practicing before the FCC, including drafting and filing FCC submissions.  

  • Demonstrated expertise with the Communications Act, FCC Rules, ITU Radio Regulations, satellite/spectrum licensing frameworks, and foreign market access.  

  • Experience advising clients regarding satellite communications.  

  • Excellent legal writing and advocacy skills. 

  • Sound legal judgment under evolving regulatory frameworks. 

  • Strong interpersonal skills.


Preferred qualifications
  • Juris Doctor (J.D.) from an ABA-accredited U.S. law school and active bar membership in good standing in any U.S. jurisdiction. 

  • Experience working with LEO satellite operators. 

  • Experience with International regulatory advocacy.  

  • Prior experience at the FCC, NTIA, or DOD.  

  • Experience working with engineering teams on technical regulatory issues and understanding of RF engineering concepts.  

  • Security clearance (current or previously held) or eligible to obtain.

The estimated base salary range for this role is $200,000-$250,000 per year. The estimated range is meant to reflect an anticipated salary range for the position in question, which is based on market data and other factors, all of which are subject to change. Individual pay is based on location, skills and expertise, depth of relevant experience, and other relevant factors.
