JOB PURPOSE:

The purpose of this position is to provide leadership, management and coordination of the South Asia Pacific (SAP) region in implementing quality programmes that deliver sustainable impact in the lives of the most vulnerable children and measuring and communicating impact at scale. 

This will be achieved through leadership and technical advice in the programme design, monitoring, evaluation, accountability, sponsorship operations, learning and impact functions. This will support a wide range of programme design and implementation issues in line with World Vision’s program quality principles and standards, donor guidelines, and industry best practices to regional and field office teams to advance the delivery of high-quality programming to the poor and vulnerable communities in SAP

The incumbent will work with field offices to ensure quality, targeted and sustainable programmes that address the needs of the most vulnerable children, in alignment with WV global standards. This will include:

  • Providing technical support to FOs on WV development programme approach

  • Providing technical assistance to design, monitoring, evaluation, and learning excellence in Programming. 

  • Strengthening sponsorship integration with programmes, maximizing the integration reach of sponsorship to the most vulnerable children

  • Ensuring effective sponsorship operations

  • Ensuring Faith & Development standards

  • Maximizing sustainable results and impact

  • Developing systems and approaches to enhance the use of program data for adaptive management, decision-making and impact reporting. 

  • Advancing a regional evidence agenda, including regional-level external-focused publications based on field office data, to drive regional influence, impact, and income goals.  

The Director will be part of the Regional Directors team reporting into the Senior Director of Operations (SDO).

MAJOR RESPONSIBILITIES:

Leadership & Collaboration (15%)

  • Provide strategic leadership to the region to ensure and advance programme quality across SAP.

  • Advice the National Offices and Regional Office leadership in strengthening programme quality and evidence of impact.

Programme Quality (35%)

  • Provide strategic leadership to SAP field offices to ensure that there is a due understanding of vulnerability issues within the context and new strategies and programs address identified MVC needs and gaps 

  • Ensure implementation of programming quality standards and associated Technical Programmes in NOs.

  • Ensure that relevant Programme Management approaches, including DPA as well as systems and tools are applied in programmes.

  • Ensure adequate DME competencies and processes in place in all NOs.

  • Coordinate Support implementation and effective use of key global initiatives including Horizon 3.0 and TFE to enhance NO M&E systems.

  • Ensure that LEAP 3 implementation plans are developed, shared and implemented in all NOs.

  • Ensure functional SSTs and that effective use of TSO and GTRN is established as appropriate in all NOs.

  • Coordinate development and scale up of innovative methods in Programme Effectiveness that contribute towards achieving Our Promise 2030.  

  • Establish and strengthen linkages and networks with relevant WV communities of practice and experts, leading institutions, governments and other organizations. 

  • Coordinate and support the mobilization of technical expertise across the region, ensuring effective knowledge management, and continuous improvement of programming. 

Evidence and Research (15%)

  • Work with Nos, SOs and GC to produce high quality reports that demonstrate evidence of impactPartner with relevant institutions to produce research and quality reports to advance achievement of our mission.

Sponsorship (15%)

  • Ensure that Sponsorship is effectively integrated in end-to-end programming processes particularly with Sectoral Teams and Technical Programmes. 

  • Support enhancement of sponsorship business processes through technology and innovation. 

  • Coordinate contextualization of Sponsorship field operating model for use in NOs. 

  • End-to-end sponsorship processes/systems simplified and streamlined in NOs. 

  • Facilitate the use of Child Monitoring information to inform programming in NOs. 

  • Support implementation of all sponsorship revitalization initiatives including Chosen, TFE, LEapgrog.

Team Management (20%)

  • Nurture a cohesive, focused and effective team 

  • Ensure all staff annual plans and individual performance indicators are achieved

  • Conduct staff performance reviews of direct reports and ensure individual learning plans are achieved 

  • Develop annual business plan and ensuring that individual and team activities are within approved plan and budget

  • Actively promote staff care practices & policies within the regional Programme Quality team and with NO counterparts

  • Contribute and support activities that enrich and develop mutual growth in Christ in a way that promotes holistic and integrated witness in our life and work and impacts the poor and vulnerable.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:

Required Professional Experience

  • Broad and deep experience in several functions, esp. on international development and management and cross-functional senior management experiences within WV for minimum of 8 years.

  • Strong Program Quality (PQ) technical expertise with depth of experience in transformational development.

  • Proven strategic leadership capability at a regional or multi-country level.

  • Ability to translate strategy into practical implementation and operational execution.

  • Demonstrated ability to connect strategic priorities, navigate complexity, and influence across multiple stakeholders.

  • Strong relationship-building and partnership skills.

  • Experience working within the Asia Pacific context (multi-country experience) and understanding regional dynamics.

  • Ability to operate at both strategic and technical levels when required.

Required Education, training, license, registration and certification

  • Master's degree preferred, in economics, business administration, public administration, international development or related field.

Preferred Knowledge and Qualifications

  • Strategic Planning Knowledge and skills: Demonstrates an ability to perform strategic business planning, including setting organizational objectives, overseeing competitive analysis, strategy communication and opportunity recognition.

  • International Development: Strong knowledge and understanding of humanitarian industry (relief, development, and advocacy), including how INGOs operate in the global, Regional and local contexts. Understanding WV current ministry and operations is critical.

  • Program Design and Management: Experience in program life cycles management especially in designing, planning, implementing, supervising and reporting on integrated development, relief and/or advocacy projects. 5 years should have been at a managerial level.

  • Finance and funding Knowledge: Applies understanding of the broad financial basis of the organization, strategic resource allocation, and understanding funding model.

  • Biblical Scripture Knowledge: Demonstrates knowledge of biblical scripture by accurately applying biblical scripture in decisions, recommendations, and actions.

  • Business Know-How: Applies a broad-based understanding of key business fundamentals with knowledge of World Vision’s organization, strategic relationships, and the business/political environment. Uses a high-level understanding of finance, operations, marketing, information systems, and human resources to manage across departmental and functional lines. Evaluates and manages risks to the organization at all levels

  • Performance Management: Demonstrates ability to design and implement performance management system, monitor leadership performance, report and document performance, and develop recommendation for strategy development and goal setting.

  • Written Communication: Expresses ideas, thoughts, and concepts clearly and effectively in writing, using correct and appropriate grammar, organization and structure.

  • Computer Skills: Demonstrates effective computer skills, including use of Microsoft Office Suite, intranet and Internet, and various software applications and databases used in work efforts.

  • Language Proficiency: The ability to speak, understand and write fluently in English. 

Travel and/or Work Environment

  • Ability and willingness to travel domestically and internationally up to 20% of the time.
