Description

Oneida Professional Services (OPS) is seeking a motivated Quality Control Specialist in Orlando, FL.  


Employment Status: Contingent upon contract award
Location: Flexible contractor-site or authorized telework location, subject to individual task-order requirements
Primary Customer Location: PM TRASYS, Orlando, Florida
Travel: Occasional CONUS or OCONUS travel may be required


This position requires exceptional attention to detail and sufficient instructional or technical experience to evaluate more than grammar and formatting. The Quality Control Specialist must be able to identify unsupported findings, missing requirements, inconsistent data, calculation errors, traceability problems, and other substantive issues that could affect the Government’s acceptance or use of a deliverable.


Key Responsibilities:

  • Develop, implement, and maintain the project quality-control plan, review procedures, checklists, templates, and documentation.
  • Perform independent quality reviews of training analyses, evaluation plans, technical reports, management products, briefings, schedules, data tables, and CDRL submissions.
  • Verify compliance with the PWS, individual task orders, approved analysis plans, style guides, templates, and Government delivery requirements.
  • Evaluate deliverables for completeness, technical consistency, instructional integrity, accuracy, readability, formatting, and traceability.
  • Confirm that findings and recommendations are supported by source data and that required analysis steps have been completed and documented.
  • Identify missing information, internal inconsistencies, unsupported conclusions, calculation errors, broken cross-references, version-control problems, and formatting defects.
  • Review spelling, grammar, numbering, acronyms, tables, figures, citations, references, appendices, pagination, and document structure.
  • Maintain quality-review logs, defect records, corrective-action documentation, and final-release records.
  • Track review comments and verify that corrective actions are completed before delivery.
  • Coordinate with the ISD III Lead, instructional analysts, SMEs, technical writers, and the Program/Project Manager to resolve identified deficiencies.
  • Apply consistent quality standards across products developed by different team members, locations, and subcontractors.
  • Monitor recurring defects and recommend process improvements, templates, training, or preventive actions.
  • Verify that the correct and approved version of each product is delivered.
  • Support Government comment adjudication and validate revised deliverables before resubmission.
  • Provide a documented deliverable-readiness recommendation to the Program/Project Manager.
  • Maintain sufficient independence from the original product-development process to provide an objective review.

Requirements

  

Minimum Qualifications:

  • Bachelor’s degree in instructional design, education, English, communications, technical writing, quality management, or a related field. Additional directly relevant experience may be considered in place of a degree.
  • At least five years of experience performing quality assurance, quality control, instructional-product review, technical editing, document review, or training-product development.
  • Experience reviewing analytical, instructional, technical, or Government contract deliverables.
  • Demonstrated ability to evaluate document compliance, consistency, traceability, accuracy, and technical sufficiency.
  • Strong command of written English, document organization, grammar, formatting, editing, and version control.
  • Experience using review checklists, comment matrices, style guides, templates, document-management systems, and Microsoft Office applications.
  • Ability to identify both editorial defects and substantive issues affecting the usefulness or acceptability of a deliverable.
  • Ability to work independently, manage concurrent reviews, and meet fixed submission deadlines.
  • Ability to obtain and maintain any suitability determination, installation access, or security clearance required by an individual task order.

Preferred Qualifications:

  • Experience as an ISD II, ISD III, senior instructional designer, training analyst, or technical editor.
  • Experience reviewing Department of Defense or Marine Corps training analyses, instructional products, technical reports, or acquisition documentation.
  • Familiarity with instructional-systems design, adult learning, job-task analysis, training-requirements analysis, training evaluation, and training-effectiveness measurement.
  • Experience with CDRLs, data-item descriptions, Government review cycles, configuration control, and formal comment adjudication.
  • Professional certification or formal training in quality management, technical editing, instructional design, or process improvement.

Work Location and Travel

Most quality-control activities may be performed at the contractor’s facility or an authorized telework location when permitted by the applicable task order. Occasional attendance at Government meetings, technical reviews, demonstrations, data-collection events, or other task-order-directed activities may be required.

Potential travel locations may include Orlando, Quantico, Camp Pendleton, Camp Lejeune, Twentynine Palms, Yuma, Hawaii, Okinawa, Iwakuni, Camp Fuji, and other locations identified in individual task orders.
