Years of Relevant Experience
• 8+ years of Project/Program Management experience
• 8+ years of experience with full lifecycle implementation projects, from requirements definition through implementation

Preferred Education
• Bachelor’s degree (4-year degree) or equivalent technical study

Job Description
The Program Manager directs, controls, and administers programs and projects within the organization. This role is responsible for the successful execution of assigned initiatives and the overall management of the project team. The Program Manager ensures projects are completed on schedule and that final deliverables meet business, technical, and quality requirements.

Key Responsibilities
• Manage the complete lifecycle of projects, including initiation, planning, execution, and closure
• Ensure project compliance with established agency and project management standards and procedures
• Develop detailed project plans, identifying needs, tasks, milestones, scope, budget, and resources
• Deliver all work tasks defined in the project plan and capture/report required project management metrics
• Ensure all scope changes follow established change control procedures
• Track and manage project progress, monitor milestones, and take corrective action when needed
• Prepare and distribute project status reports; schedule and facilitate reviews
• Organize, prioritize, and oversee multiple work efforts across teams
• Tailor and baseline program/project templates as required
• Communicate timelines, milestones, phases, and deliverables to team leads and stakeholders
• Communicate effectively with all stakeholders including team members, sponsors, vendors, and partners
• Analyze and distribute project metrics and work item reports
• Coordinate with project sponsors and key stakeholders for approvals and sign‑offs
• Build and maintain strong relationships with stakeholders
• Serve as the primary point of contact for all project‑related issues and resolutions
• Coordinate and present proposals to agencies as needed
• Identify, manage, and mitigate project risks; track issues through closure
• Proactively anticipate and address project challenges
• Develop and monitor service commitments and project performance metrics
• Ensure all tasks support the program’s strategic direction and service goals
• Lead final project evaluation reviews and secure stakeholder approval upon completion
• Balance workload across project team members
• Plan project‑specific training and orientation needs

Mandatory Skills
• Strong written and verbal communication skills across all organizational levels, including executives
• Experience managing vendors and vendor‑driven projects
• Experience leading technical/IT projects
• Proficiency with project management software
