Job Summary:

 

The Senior Vice President (SVP), Operations of state Assessment programs, will serve as a key executive leader supporting a large contract in New York. This role is accountable for the operational, financial, and strategic performance of the program, with responsibility spanning service delivery, operational excellence, client partnership, compliance, performance outcomes, and overall contract execution.

 

The SVP ensures that operational performance consistently meets contractual obligations, service level agreements (SLAs), regulatory requirements, quality standards, and financial targets while fostering a culture of accountability, innovation, collaboration, and continuous improvement. As the leader, you will champion operational innovation through automation, analytics, artificial intelligence (AI), and technology-enabled service delivery models that improve efficiency, quality, scalability, and stakeholder experience.

 

The role requires a sophisticated understanding of healthcare operations, the role of independent assessment within public sector programs, technology-enabled service delivery, policy and regulatory environments, financial management, and large-scale organizational leadership.

 

Responsibilities:

 

Executive Leadership & Operational Strategy

  • Provide executive oversight for operational delivery across assigned contracts, programs, and markets, ensuring achievement of financial, operational, quality, and client satisfaction goals.
  • Drive operational transformation initiatives focused on scalability, process optimization, innovation, and technology enablement.

Financial & Business Performance

  • Maintain full accountability for P&L performance across assigned operational portfolios, including revenue, expense management, forecasting, margin optimization, and financial stewardship.
  • Partner with Finance and executive leadership to develop annual operating plans, budgets, and long-range financial strategies.
  • Analyze operational and financial performance metrics to identify trends, risks, and opportunities and implement corrective actions as necessary.

Client & Stakeholder Management

  • Lead executive-level communications and presentations with internal leadership, clients, regulatory agencies, and external stakeholders.
  • Collaborate cross-functionally across operations, technology, clinical, compliance, legal, finance, and business development teams to achieve enterprise objectives.

Digital Transformation & Innovation Leadership

  • Partner with technology, product, analytics, and business leaders to modernize operational processes and implement innovative service delivery models.
  • Ensure operational readiness and change management strategies are effectively executed during technology implementations and transformation initiatives.
  • Foster a culture of innovation, while balancing appropriate governance, regulatory compliance, and risk mitigation.

Quality, Performance Improvement & Operational Excellence

  • Develop and monitor key performance indicators (KPIs), quality metrics, and service level agreements (SLAs), to drive accountability and continuous improvement.
  • Lead performance improvement initiatives to address operational risks, quality concerns, and service delivery gaps.

Compliance, Risk & Regulatory Oversight

  • Ensure operational compliance with all contractual obligations, accreditation standards, regulatory requirements, and corporate policies, including HIPAA privacy and security standards.
  • Monitor and interpret changes in healthcare policy, public sector regulations, and industry trends to proactively guide operational strategy and client solutions.
  • Read, understand, and adhere to all corporate policies including policies related to HIPAA and its Privacy and Security Rules.

The list of accountabilities is not intended to be all-inclusive and may be expanded to include other education- and experience-related duties that management may deem necessary from time to time.


Qualifications

Required Qualifications

  • Bachelor’s degree in Healthcare Administration, Business Administration, Public Health, Nursing, Health Information Management, or related discipline required.
  • Minimum of 15 years progressive leadership experience in healthcare operations, managed care, government healthcare programs, utilization or related healthcare services.
  • Minimum of 10 years in senior leadership roles in assessment related programs and operations.
  • Demonstrated experience managing P&L responsibility, operational performance, and contractual compliance within highly regulated healthcare environments.

Preferred Qualifications

  • Master’s degree in business administration, Healthcare Administration, Public Health, or related field strongly preferred.
  • Experience with Government healthcare programs and government-sponsored healthcare initiatives, to include Medicaid and Medicare.
  • Managed care, utilization management, care management, or population health operations
  • Enterprise operational transformation and process improvement
  • Technology implementation and operational integration and process improvement
  • Strategic planning and organizational growth initiatives
  • Contract management and performance-based delivery models
  • Multi-site and geographically dispersed operational leadership

Experience in Lieu of Degree

 

For non-clinical roles, or when not required by the contract specifically, the Company acknowledges that practical, hands-on experience can provide skills and competencies equivalent to formal education. As such, in cases where a Bachelor's degree may be required, the Company will accept a minimum of six (6) years of directly relevant professional experience in lieu of a degree. In instances where the candidate has an Associate's degree, the Company will accept a minimum of three (3) years of directly relevant professional experience in lieu of the Bachelor's degree.

 

Compensation

 

The pay range for this position is listed below.

Pay Range

USD $230,880.00 - USD $288,600.00 /Yr.
