Junior Procurement Specialist

XLA is seeking a Junior Procurement Specialist based in the Philippines, Junior Procurement Specialists support the procurement team on an MCC-funded Interim Procurement Agent contract, working remotely with the Lead and Senior Specialists. Contingent upon contract award.

Required qualifications

• Bachelor's degree or similar academic credential
• 2+ years of experience in procurement, supply chain or logistics (any combination)
• Fluency in written and spoken English
• Proficiency in Microsoft Office, especially Excel and Word
• Excellent interpersonal and communication skills
• Based in the Philippines with reliable internet; able to work overlapping hours with U.S. Eastern and West Africa time zones

Responsibilities

• Draft and format solicitation documents, notices and addenda using MCC templates
• Track active procurements and prepare the weekly procurement status update (Excel)
• Coordinate bidder communications, clarifications and electronic submission tools (Dropbox/Sync, DocuSign, Zoom/Teams)
• Support evaluation panel logistics, minutes and report preparation
• Maintain procurement files and archives for audit
• Assist with contract administration tracking and Contractor Past Performance Reports

Preferred qualifications

• MCC/MCA, World Bank, ADB, USAID or other donor-funded procurement experience
• Familiarity with Philippine Government Procurement Reform Act (RA 9184/RA 12009) processes
• Procurement certification or coursework
