Our consultants assist clients throughout the disaster lifecycle—from preparedness and response operations to long-term recovery—helping communities navigate complex incidents while improving resilience and operational readiness.
All Hands Consulting is seeking experienced FEMA Individual Assistance (IA) / Disaster Housing Specialists to join our Recovery Cadre.
This role provides advisory and operational support to state and local governments implementing Individual Assistance (IA) programs and disaster housing solutions following major disaster events. Specialists will assist clients in developing and managing temporary housing strategies that transition survivors from shelters into safe and sustainable housing solutions.
This is a deployment-based consulting role and not an immediate full-time staff position. Qualified candidates will be placed in our Recovery Cadre pipeline and considered for future disaster recovery missions aligned with their expertise and availability.
Assignments may include remote support, intermittent travel, or extended disaster recovery deployments.
Individual Assistance and Housing Specialists support disaster recovery operations through policy expertise, program implementation, and housing coordination.
Responsibilities may include:
Provide subject matter expertise on FEMA Individual Assistance (IA) programs and disaster housing policies.
Advise state and local governments on IA policies outlined in the Individual Assistance Program and Policy Guide (IAPPG).
Support implementation of temporary housing strategies for disaster survivors, including:
Transitional sheltering programs
Hotel or motel placements
Group housing sites
Temporary mobile housing units
Other emergency housing solutions
Assist clients in ensuring housing strategies comply with Stafford Act requirements and FEMA regulations.
Provide technical assistance to government stakeholders on IA program policies, procedures, and operational best practices.
Support coordination between government agencies, community organizations, and housing partners to expand available housing resources.
Assist with development and management of housing program operations during disaster recovery missions.
Support documentation and program tracking to ensure program compliance and reporting requirements are met.
Serve as a trusted advisor to clients navigating complex disaster housing challenges and survivor assistance programs.
3+ years of professional experience in emergency management, disaster recovery, housing programs, or related fields.
Experience supporting FEMA Individual Assistance (IA) programs or disaster housing operations.
Bachelor’s degree in a relevant field such as:
Emergency Management
Public Administration
Urban Planning
Housing Policy
Public Policy
Social Services
Working knowledge of FEMA IA policies and regulations including:
Stafford Act Sections 403, 408, and 428
FEMA Individual Assistance Program and Policy Guide (IAPPG)
National Disaster Recovery Framework (NDRF)
Strong communication and coordination skills when working with government stakeholders and community partners.
Experience supporting disaster housing missions or temporary housing programs.
Experience coordinating shelter transition and survivor housing programs following disasters.
Familiarity with multi-agency housing coordination and disaster recovery program operations.
Experience working with state or local emergency management agencies.

Travel to client locations
Extended deployments supporting federal, state, or local disaster recovery operations
Candidates should be comfortable working in fast-paced disaster recovery environments that involve coordination with multiple agencies and community partners.
