Koniag IT Systems (KITS), a Koniag Government Services company, is seeking an experienced ICAM Enterprise Architect to serve as the chief technical authority for our current Identity, Credential, and Access Management (ICAM) platform. The ideal candidate is a strategic thinker and seasoned technical leader with deep expertise in Okta and SailPoint technologies, passionate about designing and delivering secure, scalable enterprise-level architectures. This individual will play a pivotal role in shaping the future of our ICAM ecosystem by developing forward-looking roadmaps and overseeing the implementation of complex IT systems that align with long-term organizational goals. This position is Remote.

The ICAM Enterprise Architect will serve as the chief technical authority over the ICAM platform, ensuring the integrity, performance, and security of the Okta and SailPoint technology stacks. This individual will function as both a visionary strategist and a hands-on technical leader, responsible for designing future-state architectures and driving major system enhancements from concept through implementation.

 

Principal responsibilities will include, but are not limited to:

  • Serve as the chief technical authority for the enterprise ICAM platform, ensuring the stability, integrity, and security of the Okta and SailPoint technology stacks.
  • Design and develop future-state architectures, strategic roadmaps, and modernization plans for major ICAM platform enhancements and initiatives.
  • Lead the design and oversee the end-to-end implementation of complex, enterprise-level IT systems, ensuring solutions are scalable, resilient, and secure.
  • Analyze existing enterprise IT structures and develop architectural designs that align with the organization's long-term strategic goals and evolving mission requirements.
  • Collaborate with senior leadership, program managers, and cross-functional technical teams to translate business and mission objectives into actionable technical strategies.
  • Provide authoritative technical guidance and governance across all phases of the system development lifecycle (SDLC), from requirements analysis through deployment and operations.
  • Evaluate emerging technologies and industry trends, providing recommendations for platform improvements and capability enhancements.
  • Establish and enforce architectural standards, patterns, and best practices across the ICAM platform and related enterprise systems.
  • Partner with security teams to ensure all architectural designs meet compliance, risk management, and cybersecurity requirements.
  • Mentor and guide junior and mid-level architects and engineers, fostering a culture of technical excellence and continuous improvement.
  • Develop and maintain comprehensive architecture documentation, including system designs, data flows, integration patterns, and technical roadmaps.
  • Support stakeholder briefings and executive-level communications by translating complex technical concepts into clear, accessible language.

 

Education and Experience:

Required:

  • Bachelor's degree in Computer Science, Information Technology, Systems Engineering, or a related field from an accredited college or university.
  • 10+ years of experience in IT architecture, platform engineering, or enterprise systems design.
  • 5+ years of hands-on experience with ICAM platforms, specifically Okta and/or SailPoint.
  • Demonstrated experience designing and implementing enterprise-level IT architectures at scale.

Preferred:

  • Master's degree in Computer Science, Information Systems, or a related field.
  • Experience supporting federal government IT programs or Department of Defense (DoD) environments.

 

Required Skills and Competencies:

  • Exceptional communication skills in English – both written and oral – with the ability to effectively engage technical teams, program leadership, and executive stakeholders.
  • Deep technical expertise in Okta and SailPoint platforms, including configuration, administration, integration, and governance.
  • Proven ability to design and deliver future-state enterprise architectures and strategic technology roadmaps.
  • Strong understanding of ICAM concepts, frameworks, and federal standards, including NIST guidelines related to identity and access management.
  • Expertise in enterprise architecture frameworks such as TOGAF, DODAF, or similar methodologies.
  • Experience designing scalable, high-availability, and secure IT systems at the enterprise level.
  • Ability to analyze complex organizational requirements and translate them into actionable technical solutions.
  • Strong knowledge of cybersecurity principles, zero trust architecture, and identity-centric security models.
  • Experience with system integration patterns, APIs, and interoperability across heterogeneous IT environments.
  • Ability to lead and influence cross-functional technical teams without direct supervisory authority.
  • Experience developing and maintaining architecture documentation, including system diagrams, integration maps, and design specifications.
  • Ability to obtain and maintain the required security clearance or public trust determination.

 

Desired Skills and Competencies:

  • Experience working in a federal government IT environment, particularly in ICAM or cybersecurity programs.
  • Familiarity with Zero Trust Architecture (ZTA) principles and implementation strategies.
  • Knowledge of Single Sign-On (SSO), Multi-Factor Authentication (MFA), Privileged Access Management (PAM), and Identity Governance and Administration (IGA) concepts.
  • Okta Certified Professional, Okta Certified Administrator, or equivalent Okta certification.
  • SailPoint Certified IdentityNow Engineer or equivalent SailPoint certification.
  • TOGAF certification or equivalent enterprise architecture credential.
  • Experience with cloud platforms such as AWS, Azure, or Google Cloud in the context of identity and access management.
  • Familiarity with Agile and DevSecOps methodologies.
  • Experience presenting complex architectural concepts to senior government or executive-level audiences.
