TERMS OF REFERENCE

Purpose of Assignment:

This consultancy sits within the Child Protection and Development Data Unit (CPDD) within the Data and Analytics Section of UNICEF’s Office of Strategy and Evidence - Innocenti. This Unit covers a range of topics, including alternative care of children, which is the topical focus of this consultancy.

The CPDD Unit requires a communications consultant to support its efforts in developing and disseminating a variety of communications and outreach products related to a new international statistical classification of alternative care of children (the ICare). These products and outputs are a critical component of the next phase of work focused on ensuring effective and strategic visibility and uptake of the ICare.

Scope of Work:

Communications Plan

Develop a comprehensive communications plan, including key activities/outputs and timelines to ensure effective and strategic visibility and outreach on the ICare.

Strategic Communications Products
Prepare strategic communications and outreach products on the ICare, including drafting of a video script and blog posts.

Digital Content and Platform Management
Assist in the creation of curated digital content for a dedicated microsite on the ICare (to be housed on data.unicef.org). Ensure consistency in messaging, branding, and user experience. Facilitate coordination with vendor in the creation and development of the microsite.

Audience reach and impact
Utilize SEO and analytics tools to optimize digital assets for increased visibility, search relevance, and sustained engagement. Feed content into global communication channels. Measure and evaluate the performance of communication activities using data-driven insights to support continuous improvement.

Event-Based Communications and Advocacy
Support outreach and communications before, during and after key events on the ICare, including an online foundational training on the ICare. Tasks might include producing and disseminating compelling outreach and advocacy materials, and working with internal teams and external partners to ensure alignment and impact

To qualify as an advocate for every child you will have:

Minimum requirements:

  • Education:
  • Master’s degree or equivalent in English, communications, development studies, journalism or international relations.
  • Work Experience:
  • At least 7 years of progressively responsible experience in data-focused communication roles, with demonstrated success in advocacy and outreach in multilateral or UN contexts.
  • Language Requirements: Fluency in English required
  • Knowledge/Expertise/Skills:
  • Experience working with UN data platforms, dashboards, and communication reporting frameworks.
  • Solid proficiency in data visualization tools, including but not limited to Tableau, Power BI, and internal UN systems.
  • Deep knowledge of email marketing, web content systems (e.g., Drupal, WordPress), and back-end content optimization technologies.
  • Superior written communication skills with exceptional attention to detail and the ability to express technical concepts in clear, accessible language.
  • Demonstrated expertise in digital marketing, content strategy, SEO, and data analytics.
