Position Summary

The Facilitator plans and leads meetings, workshops, focus groups, strategy sessions, team-building events, training briefs, and project-launch sessions for the Federal Transit Administration. This role creates the conditions for productive participation, synthesizes input in real time, remains neutral, and turns discussion into clear decisions, recommendations, and next steps. The ideal candidate is composed, inclusive, organized, and comfortable working with staff, managers, executives, and external stakeholders.

Key Responsibilities

Session Planning and Design

  • Clarify session objectives, participants, decision points, sensitivities, and desired outputs with the client and project team.

  • Prepare virtual, in-person, and hybrid session designs that reflect participant needs and accessibility considerations.

Facilitation and Group Engagement

  • Facilitate meetings, workshops, multi-day conferences, focus groups, strategy sessions, team-building events, and project launches.
  • Engage participants with different communication styles and manage conflict, ambiguity, uneven participation, and sensitive dynamics.
  • Maintain neutrality and help groups achieve common objectives without advocating a position in the discussion.

Synthesis and Documentation

  • Synthesize participant input in real time to clarify themes, decisions, recommendations, dependencies, and unresolved issues.
  • Produce concise post-session summaries that capture contributions, decisions, action items, owners, and next steps.
  • Deliver accurate meeting outputs and supporting documentation within the required timeframe, generally within one week of the event.

Project Coordination and Quality

  • Coordinate closely with project leads, subject-matter experts, and client stakeholders throughout preparation and follow-up.
  • Track preparation, delivery, and follow-up activities against approved scope, schedule, and level-of-effort hours.
  • Identify facilitation risks early and recommend adjustments that protect session outcomes and client relationships.

Requirements

Required Qualifications

  • Bachelor’s degree in industrial or organizational psychology, adult education, business, public administration, or a closely related professional field.
  • At least seven years of relevant professional experience, including demonstrated experience planning and facilitating meetings or working sessions.
  • Experience facilitating groups to achieve defined objectives and produce usable decisions, recommendations, or action plans.
  • Experience interacting effectively with clients at all levels, including senior executives, managers, and staff.
  • Strong oral communication, active listening, real-time synthesis, writing, judgment, and client-service skills.
  • Ability to work within the United States, travel to approved locations when required, and complete applicable client suitability or background requirements.

Preferred Qualifications

  • Experience facilitating for a federal agency, public-sector organization, or another complex stakeholder environment.
  • Experience with strategic planning, organizational development, change management, leadership development, process improvement, or workforce programs.
  • Experience leading multi-day conferences, sensitive discussions, focus groups, team-building sessions, or executive working sessions.
  • Formal facilitation, organizational-development, change-management, or related certification.
  • Proficiency with virtual collaboration tools, breakout-session design, polling, whiteboarding, and accessible hybrid facilitation.

Key Competencies

  • Neutrality, presence, and sound judgment.
  • Active listening and real-time synthesis.
  • Inclusive engagement and group-dynamics management.
  • Clear writing, organization, and follow-through.
  • Ability to remain composed in sensitive or ambiguous situations.

Compensation: The anticipated W-2 range is $70–$100 per hour. Compensation for 1099 or subcontract arrangements will be determined by experience, skills, assignment requirements, and geographic location.
