Since launching its first program in Morocco in 2013, it has expanded to 10 countries across the continent and aims to expand to all 54 of Africa’s countries in the next ten years. To date, CorpsAfrica has hosted hundreds of volunteers across Morocco, Senegal, Malawi, and Rwanda, who have completed over 800 projects, including building wells, schools, roads, and irrigation systems; establishing literacy programs; and supporting vegetable and livestock farms.

Overview of the Position:

The Director of Program Delivery is a leadership role responsible for providing strategic and technical oversight of CorpsAfrica’s Volunteer service experience including the Exchange Volunteer program. A core focus of the role will be to ensure that CorpsAfrica’s Community-Led Development (CLD) approach is consistently applied as an effective pathway to support meaningful participation of rural youth in economic activities in their communities with particular attention to women, Refugees and Displaced Persons (RDPs), and People Living with Disability (PWDs).

 

As a member of the GSO program leadership team reporting to the Chief Program Officer, the Director contributes to organizational strategy, supports the evolution of the CorpsAfrica service model, and represents the organization at relevant national and international forums. 

 

This role supervises regional Program Delivery Coordinators (which includes the CorpsAfrica Green Coordinator) and reports to the Chief Program Officer.

Specific Responsibilities: 

1. Program Delivery and Technical Oversight

A. Job Creation and Youth Economic Inclusion Strategy

  • Lead the development and continuous refinement of CorpsAfrica’s strategy for facilitating the creation of and access to work opportunities for rural youth, anchored in the CLD approach.
  • Develop policies, tools, and guidance for Volunteers on youth engagement, with a focus on income-generating activities, skill-building, and market linkages across sectors including agribusiness, ICT, transport, food and hospitality, the green economy, and more.
  • Ensure that inclusion targets are embedded into program design and delivery: at least 70% of youth reached should be female, at least 5% PWDs, and specific country programs should meet agreed RDP targets.

B. Volunteer Liaison Coordination

  • Oversee the Program Delivery Coordinators work to provide technical support to Volunteer Liaisons (VLs) across all country programs through ongoing support supervision and guidance.
  • In collaboration with the Chief Training Officer and the M&E Director, develop and oversee the implementation of a comprehensive training and support framework for VLs to strengthen their capacity and effectiveness in supporting Volunteers in service.

    C. Special Initiatives
  • Oversee the Green Coordinator in providing technical guidance and support to country offices on climate-related considerations in community project design and implementation.
  • Oversee the Green Coordinator’s work to establish policies, standards, and guidelines for priorities such as disability inclusion and any other relevant and appropriate priorities identified in the future.

2. Strategy and Policy Development

  • Support the Chief Program Officer in envisioning and articulating the strategic evolution of the CorpsAfrica service model including adaptations to the project cycle to enhance impact and effectiveness.
  • Develop policies, strategies, and tools for program implementation, with particular emphasis on youth economic empowerment and job creation through community-led development, and other organizational priorities.
  • Collaborate with the Director of Monitoring and Evaluation to ensure the MERL framework for CorpsAfrica’s programs accurately captures the impact of our work.

3. Representation

  • When requested, represent CorpsAfrica at national and international forums, conferences, and events to advocate for the organization’s mission, model, and impact.
  • Build and maintain relationships with key external stakeholders, including peer organizations, government bodies, and development partners.

4. Thought Leadership and Organizational Learning

  • Identify and curate relevant research, publications, and multimedia resources to ensure CorpsAfrica remains at the forefront of innovation in its focus areas.
  • Establish and maintain an organizational knowledge hub — including an online research library — to support evidence-based program development.

Qualifications and competencies:

The successful candidate will bring:

  • A Master’s degree in international development, public policy, social sciences, or a related field.
  • A minimum of 15 years of progressive experience in program leadership within the international development, volunteerism, or social impact sectors.
  • At least 7 years of demonstrated expertise in youth economic inclusion and job creation in the context of community-led development. 
  • Proven ability to develop and implement policies, frameworks, and strategies at an organizational or multi-country level.
  • Strong experience in partnership management and stakeholder engagement.
  • Excellent analytical, writing, and communication skills, including experience producing thought leadership content.
  • Experience working in or with African contexts; familiarity with CorpsAfrica’s operating countries is an advantage.
  • Fluency in English required; proficiency in French is a strong asset.
