Summary
All Native group is seeking a Data Architect to support agreement management, innovation opportunity identification, portfolio/project management, and development of collaboration opportunities. The Data Architect establishes a strong working relationship with researchers and leadership on technology transfer matters. This position is responsible for the aiding in the management of technology transfer matters that include drafting, negotiation and execution of technology transfer agreements; managing technology development, licensing activities, education and outreach.
Essential Functions
Data Management
- Enable knowledge flow and retention to enhance shared understanding and decision making by creating, organizing, integrating and sharing data as the lead knowledge manager for the RPO.
- Serve as a liaison to the WRAIR IMD regarding SharePoint or other Information Management issues. Track and monitor project completion. Report progress of ongoing projects in the monthly status report (Deliverable 1) and elevate any project delays to RPO leadership.
- Serve as the enterprise-wide coordinating body and knowledge manager of all scientific periodic reports, scientific taskers or information provided in response to inquiries through the RPO.
- Design and maintain relational MS Access databases and other tracking files for the WRAIR (Agreements, sponsored research, general business support, etc.).
- Update MSFT Access front end database tables, links, and features.
- Work with SQL database back end managed by WRAIR IMD.
- Maintain data set linking all Technology Transfer (T2) activities.
- Maintain updated database for all incoming funds.
- Track electronic payments from foreign partners.
- Store all artifacts in accordance with ARIMS requirements.
- Manage, update, and archive all Agreements Review Committee (ARC) agendas, content, and minutes.
- Update content and training materials on designated SharePoint platform.
- Provide SharePoint 2010 support and SharePoint 2016 as needed.

CRADA Invoice Management
- Serve as Invoice Manager for Cooperative Research and Development Agreements (CRADAs).
- Act as POC for incoming funds.
- Track electronic payments from foreign partners.
- Work with the Defense Finance and Accounting System (DFAS) and Resource Management to assure prompt receipt and deposit of electronic payments to researchers' accounts.
- Track and record invoicing (accounts receivable) for CRADAs - including project income quarter.
- Monitor and track GFEBS related information.
- Maintain and track LiveLink and/or GEARS agreements.
- Supports WRAIR RM with monitoring and supporting Resource Summary and Business Exchange (RsBUX).
Technology Transfer Support
- Serve as a POC for incoming requests for agreements including CRADAs, Material Transfer Agreements (MTAs), and non-disclosure agreements and others with minimal direct Government involvement.
- Be a subject matter expert (SME) for WRAIR investigators and staff with regard to technology transfer agreement and related processes.
- Provide feedback to investigators on committee review of their requests.
- Assist, identify and assess ongoing research efforts with commercial potential.
- Negotiate partnerships with extramural collaborators.
- Support the Resource Management Office (S8) with preliminary budget information and negotiation of the budgets associated with extramural collaborators.
- Support the S8 with Interagency Agreements with scientific content.
- Independently consult with scientists on invention disclosures (IDs) and processes all IDs in accordance with US Army policy.
- Evaluate the technologies of WRAIR scientists prior to the Invention Evaluation Committee meetings (IEC) so that appropriate information is provided to the IEC in their decision making process on patentability of WRAIR inventions.
- Maintain file copies of all T2 agreements and pertinent negotiation artifacts.
- Participate in T2 activities in regional, state, and local programs.
- Support licensing activities/strategies.
- Identify Intellectual Property (IP) throughout WRAIR.
- Engage in outreach (marketing): Seek new products/capabilities that could fill WRAIR science gaps and make appropriate connections.
- Coordinate and conduct a monthly teleconference with WRAIR OCONUS labs to review business agreements and other business items.
- Conduct training related to Technology Transfer, Intellectual Property, licensing, and marketing. Training may be provided to both small and large groups. Anticipated audience will be WRAIR PI's or administrators supporting those PI's. The training provided will be integrated with other RPO training events and is anticipated to be provided monthly.
- Conduct Staff Assistance Visits (SAVs) to OCONUS labs as required.
- Support scientific conferences and meetings by participating, presenting, or representing the WRAIR activities.
Competencies
- Have experience in a bio-medical research environment involving common research methodology
- Working knowledge if GFEBS and SAS
- Intermediate to Advanced proficiency in Microsoft Office applications to include MS Word, MS Excel, MS Access, and MS Outlook, SharePoint

Travel
Travel is primarily local during the business day, although some out of the area travel and overnight may be expected.
