HarmonyTech Inc. is seeking a “Content Manager” to support a federal government modernization program. The successful candidate will manage the content stored in the mission critical Enterprise SharePoint  environment.

Position is remote. U.S. Citizenship is required.

Position Summary
The Content Manager owns what the users actually encounter in the Enterprise SharePoint environment: the content, the navigation, the metadata and the day-to-day request queue. The role runs the ServiceNow intake for web and content changes, keeps the content inventory accurate and documented, holds the line on accessibility and agency web standards for everything published, and turns performance and usage data into recommendations the Government can act on. It is the role that keeps the environment trustworthy between releases.

Key responsibilities:-
Request intake and execution
  • Own the ServiceNow queue for web and content changes submitted by the agency: triage, prioritize, assign, execute and record disposition at the time the work is performed (SOW Section 5).
  • Execute and track requested web changes to the SharePoint platform, working to the response and resolution targets established for each priority.
  • Produce the monthly report of tickets responded to and their disposition, and the monthly report of web administration and content maintenance activities, both reconciled to ServiceNow.
Content management and governance
  • Perform web administration and content maintenance across the Enterprise SharePoint environment: publishing, updates, corrections, retirements and ownership tracking.
  • Document the content inventory, provide the inventory report, and make recommendations based on the report and industry best practices — including duplicate, orphaned and outdated content, retirement candidates, and ownership gaps (SOW Section 5).
  • Maintain the information architecture: navigation, site structure, managed metadata, content types, taxonomy and search configuration, so that content is findable rather than merely present.
  • Ensure agency-compliant content standards, effective meta-tags, titles and formats on all published content.
  • Define and operate the content lifecycle: review cadence, ownership, approval, archival and retention alignment.
Accessibility and web standards
  • Ensure that SharePoint updates and current content meet Section 508 requirements and Web Content Accessibility Guidelines 2.0 Levels A and AA (SOW Section 5).
  • Review and remediate content-level accessibility: heading structure, alternative text, link text, table structure, color and contrast, document accessibility for posted files, and captions for media.
  • Provide support and guidance to the agency’s web governance structure concerning 508 compliance.
  • Provide guidance, templates and training to content authors so that accessibility is built in at authoring time rather than corrected after publication.
Analysis and reporting
  • Continually analyze SharePoint content performance, web components and parts, navigation and load time, and initiate modification of content and components that are not performing properly or do not meet agency web standards.
  • Create website trend analysis statistical reports as directed by SBA, using SharePoint and Microsoft 365 usage analytics and page diagnostics.
Collaboration and program support
  • Collaborate with OCIO process improvement subject matter experts on process and procedure workflow visualizations, and with the OCIO training manager on end-user content and training material.
  • Work with the development team to translate content and navigation requirements into components, templates and prototype pages, and validate them before release.
  • Support change packages by confirming content impact, content-side test steps and content back-out for each change.
  • Document all content work for reference in the Microsoft Office formats the SOW mandates, kept current in real time.
Required Skills and Qualifications
  • Five or more years managing content for an enterprise intranet, public website or large collaboration environment, including three or more years in SharePoint Online or SharePoint Server.
  • Experience operating a request queue with published service levels and reporting to a customer on volume and disposition.
  • SharePoint Online at site owner and site collection level: modern pages, web parts, lists and libraries, permissions, navigation, site designs and hub structure.
  • Managed metadata, content types, taxonomy design and search configuration and refinement.
  • Section 508 and WCAG 2.0 Level A and AA content conformance, including accessible Word, Excel, PowerPoint and PDF documents.
  • Web analytics and usage reporting; ability to turn usage data into a defensible recommendation.
  • ServiceNow or an equivalent ITSM tool for queue management and reporting.
  • Microsoft Word, PowerPoint, Excel and Project to a professional deliverable standard.
  • Excellent writing, editing and plain-language skills, with strong attention to accuracy, consistency and tone.
  • Ability to work directly with program office stakeholders to elicit requirements, set expectations and say no constructively when a request conflicts with standards.
  • Organized and self-directed in a high-volume queue, with sound judgment about priority and escalation.
Preferred Qualifications
  • Federal web experience, including familiarity with the 21st Century IDEA, U.S. Web Design System and Federal web standards published on digital.gov.
  • Records management or information governance experience, including retention schedules.
  • Experience supporting a web governance board or content governance body.
Education
  • Bachelor's degree in Computer Science, Information Systems, Information Technology, Engineering or a closely related field.
