1. BACKGROUND
Orbis International is a global non-profit organization dedicated to preventing and treating avoidable blindness. Founded in 1982, Orbis works to strengthen eye health systems by combining innovation, education, advocacy and partnerships to scale up access to quality eye care in underserved communities.
Orbis International works in partnership with the Instituto Regional de Oftalmología "Javier Servat Univazo" (IRO) in Trujillo, Peru, to strengthen ophthalmic education and establish a sustainable, high-quality Training Center that supports the ongoing professional development of ophthalmologists and ophthalmology residents.
The Training Center incorporates simulation-based training, wet lab activities, surgical training equipment, and other educational resources. It is expected to reinforce competency-based learning and progressively expand access to high-quality ophthalmic training opportunities.
During 2026, Orbis and IRO initiated coordination focused on curriculum development, the integration of simulation and wet lab methodologies, and the enhancement of monitoring tools. Within this framework, a Curriculum Development Workshop was conducted in March 2026, during which Dr. Eduardo Mayorga—a collaborating Orbis advisor on curriculum development and initiatives, including the integration of Artificial Intelligence and virtual reality environments—presented documentation and guidelines that serve as key inputs for this process. This documentation must be reviewed and utilized as a reference to ensure continuity of existing initiatives and prevent duplication of efforts.
By way of background, in 2018 IRO earned the "Advanced Surgical ICO Accreditation for Ophthalmic Residency Training" awarded by the International Council of Ophthalmology (ICO). This accreditation recognized IRO as an institution offering an ophthalmic residency program that complied with high international standards for surgical training and education. The accreditation was valid for five years.
In this context, and taking into consideration IRO’s background of international accreditation, it is proposed that Orbis, in coordination with the Ophthalmology Foundation, support the renewal process of said accreditation. This will involve previously strengthening the necessary curricular, academic, simulation, wet lab, and monitoring components to meet the corresponding standards.

Orbis seeks to hire a Curriculum Development Consultant to work alongside IRO’s Department of
Medical Education, academic leadership, and faculty, as well as relevant Orbis teams, to review, update, document, and support the implementation of the updated curriculum and the Ophthalmology Foundation accreditation process.
2. OBJECTIVE OF THE CONSULTANCY
To provide specialized technical support to IRO to review, update, and document a sustainable, competency-based ophthalmic training curriculum aligned with the objectives, capacity, and resources of the Training Center.
The consultancy aims to articulately integrate simulation, wet lab activities, clinical education, available equipment at the Training Center, Artificial Intelligence (AI) tools, and Virtual Reality (VR) environments, as well as the priority ophthalmic subspecialties to be addressed at the Center.
Additionally, the consultancy will encompass technical guidance to IRO in preparing and organizing the academic and documentary components necessary to advance toward an accreditation process with the Ophthalmology Foundation, taking applicable standards and criteria as a benchmark while building upon prior progress and curricular development documents.
Specific objectives may include, among others:
3. SCOPE OF WORK AND DELIVERABLES
The Consultant will independently plan and execute the work required to produce the following deliverables, exercising professional judgment regarding methodology, tools, and schedule, provided agreed-upon delivery dates are met. The Consultant is not required to observe Orbis office hours and may organize their own working time, subject to meeting deliverable deadlines and attending essential coordination meetings.
Illustrative activities may include reviewing relevant documentation, consulting with IRO stakeholders, participating in technical meetings and workshops, and reviewing existing curricula and Training Center materials necessary to produce the agreed-upon deliverables.
Deliverable 1: Inception Report and Work Plan
To complete this first deliverable, the consultant must at least review the current curriculum and available academic documentation at IRO, review the documentation from the March 2026 Workshop and use it as a reference, identify strengths, gaps, opportunities, and priority areas for improvement, evaluate the current and potential use of simulators, wet lab, and equipment at the Training Center, conduct consultations and/or meetings with the Department of Medical Education, Executive Directorate, academic leadership, faculty, residents, and other relevant stakeholders, and review IRO's current documentation against the Ophthalmology Foundation accreditation requirements.
Deliverable 1 includes the following as part of the submission:
Deliverable 2: Final Consolidated Curriculum Development Package
Deliverable 2 will consist of a consolidated presentation of the consultancy results for Curriculum Development. Its content will be developed progressively, reviewed throughout the consultancy, and require the technical clearance of Dr. Eduardo Mayorga prior to its final submission.

Deliverable 3: Final Consolidated Ophthalmology Foundation Accreditation Package
Deliverable 3 will consist of the preparation, updating, and organization of the supporting documentation and materials necessary for IRO to proceed with submitting its accreditation application to the Ophthalmology Foundation in accordance with applicable requirements and criteria.

4. COORDINATION ARRANGEMENTS
The Consultant will deliver the products and coordinate technical aspects with the Orbis Peru Program Director, in coordination with the LAD Project Manager and other relevant Orbis teams and partners as necessary to complete the deliverables described above.
This coordination relationship does not constitute supervision of the Consultant’s daily work nor does it establish an employment relationship.
The Consultant will work with IRO’s Department of Medical Education, academic leadership, and faculty, as well as relevant Orbis teams as needed.
The Consultant will maintain approximately biweekly technical coordination with Dr. Eduardo Mayorga to review progress, discuss technical matters, and follow up on agreed actions.
5. QUALIFICATIONS AND EXPERIENCE
6. CONSULTANCY PERIOD AND LEVEL OF EFFORT
The consultancy will take place from September 1, 2026, to November 30, 2026 (3 months), under a deliverables/products-based arrangement.
The estimated level of effort is up to 15 working days per month, for an estimated total of up to 45 consultancy days, at the Consultant’s discretion regarding scheduling, provided delivery deadlines are met.
7. FEES AND PAYMENT CONDITIONS
Total consultancy fees and the payment schedule will be established in the consultancy contract/agreement.
Payment will be made upon acceptance of each deliverable outlined in Section 3, subject to prior written approval by the Orbis Peru Program Director, and not under a fixed monthly salary arrangement.
The consultancy will be paid in two disbursements:
The Consultant will be responsible for their own tax obligations, legal contributions, and any registration required by Peruvian law to provide services as an independent contractor.
The Consultant will use their own equipment and working methods to complete the consultancy. Orbis will not provide office space, equipment, or a fixed working schedule.
8. TRAVEL
Any travel within Peru required to deliver a specific product in accordance with Section 3 must be authorized in advance in writing by Orbis and will be reimbursed or coordinated according to the applicable Orbis travel policy for consultants. Travel costs are not included in the consultancy fees unless otherwise agreed in writing.
9. REVIEW AND ACCEPTANCE OF DELIVERABLES
Each deliverable will be reviewed by IRO’s Department of Medical Education, academic leadership and faculty, Dr. Eduardo Mayorga, and relevant Orbis teams in accordance with the specifications in Section 3.
Orbis may request reasonable revisions to align a deliverable with agreed specifications; such revisions will be included in the fee for that deliverable provided they remain within the original scope.
Deliverables that do not meet agreed specifications or require revisions outside the original scope may be renegotiated in writing between the parties.
10. INTELLECTUAL PROPERTY AND CONFIDENTIALITY
All materials, documents, and data produced under this consultancy for the fulfillment of deliverables shall be the property of Orbis International. The Consultant shall treat as confidential all information obtained during the course of the consultancy and shall not disclose it to third parties without prior written consent from Orbis, both during and after the consultancy period.
11. INDEPENDENT CONTRACTOR STATUS
This is a consultancy engagement for the provision of specific deliverables and does not constitute an employment contract. The Consultant is hired as an independent contractor and is not an employee, agent, or representative of Orbis International for any purpose.
Nothing in these Terms of Reference or the resulting consultancy agreement shall be construed as creating an employer-employee relationship.
The Consultant shall not be entitled to labor benefits, annual leave, or social security contributions from Orbis.
12. TERMINATION
Either party may terminate the consultancy agreement in writing, giving the notice period specified in the consultancy contract. In the event of termination, the Consultant shall receive payment corresponding to deliverables satisfactorily completed and accepted up to the effective date of termination.
