The Senior Waterfront Engineering & Technical Integration Lead serves as TMMG's senior technical representative supporting TOTE Services throughout the design, procurement, production, testing, and delivery phases of the LSM VCM Program. This position provides technical leadership across engineering, equipment acquisition, vendor integration, production planning, construction support, testing, and lifecycle sustainment.


The position serves as the primary interface between engineering, supply chain, production, quality assurance, testing, equipment manufacturers, classification societies, and government stakeholders to ensure technical requirements are accurately translated into executable ship construction and procurement activities.

The successful candidate will lead Technical Data Package (TDP) development, procurement engineering support, vendor technical management, production integration, engineering change management, and waterfront execution while reducing technical risk, minimizing production disruptions, improving equipment standardization, and supporting on-time vessel delivery. 



Requirements

Primary Objectives

The Senior Waterfront Engineering & Technical Integration Lead shall:

Provide technical leadership throughout the engineering, procurement, production, testing, and delivery lifecycle.

Ensure engineering products are technically complete, constructible, and production-ready before release.

Lead the development and validation of Technical Data Packages (TDPs) supporting equipment procurement and installation.

Improve communication between engineering, production, vendors, supply chain, and customer representatives.

Reduce engineering changes, production disruptions, and schedule impacts.

Improve equipment standardization, lifecycle support, and logistics commonality.

Support successful procurement, construction, testing, commissioning, and vessel delivery.

Primary Responsibilities

Engineering & Technical Integration

Review engineering drawings, technical specifications, contract requirements, and production work packages for completeness, constructability, and technical compliance.

Evaluate engineering deliverables prior to production release.

Verify engineering documentation supports efficient production methods and installation sequencing.

Identify engineering conflicts, technical deficiencies, and production risks early in the design process.

Coordinate engineering issue resolution between design organizations, production, vendors, quality assurance, and customer representatives.

Support engineering reviews throughout the vessel lifecycle.

Technical Data Package (TDP) Development & Procurement Support

Lead the development, review, validation, and maintenance of Technical Data Packages supporting equipment procurement, vendor integration, production, and lifecycle support.

Responsibilities include:

Develop complete Technical Data Packages for procurement activities.

Prepare equipment descriptions and procurement documentation.

Develop and validate technical requirements and equipment specifications.

Establish quantities, units of measure, and material requirements.

Define quality assurance requirements and inspection criteria.

Develop Factory Acceptance Test (FAT), Harbor Acceptance Test (HAT), commissioning, and operational testing requirements.

Define technical documentation required from equipment manufacturers.

Coordinate transportation, preservation, packaging, handling, and storage requirements.

Establish required delivery dates supporting the Integrated Master Schedule (IMS).

Evaluate and recommend qualified manufacturers, suppliers, and alternate sources.

Review vendor proposals for technical compliance with contract requirements.

Support procurement technical evaluations and source selections.

Ensure procurement documentation complies with Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and contractual requirements.

Coordinate technical package development with Supply Chain, Engineering, Production, Quality Assurance, and Program Management.

Support technical clarification requests throughout the procurement lifecycle.

Review vendor technical manuals, certifications, spare parts documentation, and lifecycle support data.

Vendor Technical Management

Serve as the technical authority for vendor integration by:

Reviewing vendor drawing packages.

Reviewing equipment submittals.

Evaluating interface control documents.

Reviewing equipment certifications.

Coordinating technical comment resolution.

Supporting vendor design reviews.

Managing engineering interfaces between multiple suppliers.

Monitoring vendor technical performance.

Supporting alternate equipment evaluations.

Improving equipment standardization across the class.

Review test procedures, engineering prerequisites, deficiencies, corrective actions, and technical closeout documentation.

Preferred Technical Qualifications

Candidates possessing one or more of the following technical qualifications are highly desirable:

U.S. Coast Guard Merchant Mariner Credential (MMC)

Unlimited or Limited Marine Engineer's License

American Bureau of Shipping (ABS) Rules and Plan Review experience

NAVSEA standards and ship specification experience

Integrated Logistics Support (ILS) experience

Technical Data Package (TDP) development experience

Government procurement and acquisition support experience

Engineering Change Management and Configuration Management experience

Factory Acceptance Test (FAT), Harbor Acceptance Test (HAT), Builder's Trial, and Sea Trial experience

Experience supporting U.S. Navy, Military Sealift Command (MSC), U.S. Coast Guard, or commercial new construction vessel programs

Required Knowledge

The successful candidate shall demonstrate working knowledge of:

Shipbuilding engineering and production processes

Marine mechanical, electrical, structural, piping, HVAC, and auxiliary systems

Physical Job Requirements

Ability to work in an office environment with periodic visits to shipyards, waterfront facilities, vendor locations, customer sites, and production areas.

Ability to conduct engineering reviews, attend technical meetings, and perform occasional field assessments in industrial and marine environments.

Ability to walk through manufacturing facilities, fabrication shops, warehouses, and vessel construction areas as required to support engineering coordination and technical evaluations.

Ability to board vessels on an occasional basis to support engineering reviews, equipment verification, customer meetings, or technical issue resolution.

Ability to stand, walk, bend, and climb stairs or standard ship accessways for limited periods during site visits.

Ability to lift or carry up to 25 pounds of technical documents, laptops, inspection equipment, or project materials.

Ability to work safely in industrial environments while wearing required Personal Protective Equipment (PPE), including hard hat, safety glasses, hearing protection, steel-toe footwear, and high-visibility clothing, as required.

Ability to perform detailed visual reviews of engineering drawings, equipment installations, production activities, and technical documentation.

Ability to travel up to 10% of the time to customer locations, shipyards, vendor facilities, and program meetings in support of engineering, procurement, production, testing, and program execution.

Ability to work occasional extended hours during critical project milestones, technical reviews, procurement activities, testing, or vessel delivery events. 


Education/Certification Requirements

Bachelor's degree in Marine Engineering, Marine Systems Engineering, Naval Architecture, Mechanical Engineering, Electrical Engineering, or a closely related engineering discipline from an accredited college or university.

A Master's degree in Engineering, Engineering Management, Business Administration (MBA), or a related technical field is desirable but not required.

Equivalent combinations of military engineering experience, shipyard engineering leadership, or extensive marine technical experience may be considered in lieu of formal education where appropriate.

Required Certifications & Credentials

Ability to obtain and maintain a Department of Defense (DoD) Secret Security Clearance, if required by the customer.

Ability to obtain and maintain a Common Access Card (CAC).

Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC), if required for shipyard or port access.

Valid U.S. Driver's License with the ability to travel to customer, shipyard, and vendor locations.
