We are seeking a highly analytical and execution-oriented Senior Project Manager to support a large-scale Federal Health IT program modernizing the Electronic Health Record (EHR) for the Indian Health Service (IHS).

The Project Manager will lead complex, cross-functional project activities across a highly matrixed and multi-vendor environment. This role requires someone who can operate effectively in ambiguity, bring structure to complex work, and translate broad program requirements into actionable project plans and measurable outcomes.

The ideal candidate is highly detail-oriented, naturally curious, and comfortable diving deep into data to understand what is happening across a program. The candidate must be an expert user of Microsoft Project. You will be expected to connect information from multiple sources, validate schedule and status information, identify root causes and emerging risks, and translate information into Integrated Master Schedule updates.

This is an opportunity for a hands-on project manager who enjoys bringing order to complexity and improving how work gets done.

Key Responsibilities:

Project Planning & Execution:

  • Lead large-scale, complex, cross-functional projects and workstreams within a Health IT/EHR modernization environment.
  • Develop and manage comprehensive, interdependent project plans from concept through completion.
  • Translate broad program requirements, objectives, and stakeholder inputs into actionable project plans, milestones, dependencies, and deliverables.
  • Drive execution in environments where scope, requirements, and work ownership may be ambiguous or evolving.
  • Establish clarity around objectives, responsibilities, dependencies, and expected outcomes.
  • Monitor project performance and proactively identify schedule, resource, dependency, and execution risks.

Schedule Management & Analysis:

  • Develop, maintain, and analyze complex project schedules using Microsoft Project.
  • Ensure project schedules are well integrated and accurately reflect the underlying work, dependencies, milestones, assumptions, and critical path.
  • Validate stakeholder-reported status by connecting project data, schedule information, and operational anecdotes to determine whether reported progress accurately reflects project health.
  • Conduct schedule analysis to identify bottlenecks, emerging risks, missed dependencies, and potential impacts to key milestones.
  • Partner with stakeholders to develop mitigation strategies and drive corrective actions.
  • Maintain schedule integrity and ensure updates are timely, accurate, and supported by appropriate evidence.

Stakeholder & Cross-Functional Leadership:

  • Align cross-functional stakeholders and leadership around project objectives, priorities, dependencies, and decisions.
  • Drive teams from undefined tasks toward clarity by facilitating discussions, identifying gaps, and establishing actionable paths forward.
  • Work effectively across a highly matrixed, client-facing, multi-vendor environment.
  • Work with stakeholders and facilitate decision-making even when formal authority is limited.
  • Communicate complex information, data, risks, and dependencies in a concise manner that enables leadership to make informed decisions.
  • Build strong relationships with government clients, program leadership, vendors, technical teams, and functional stakeholders.

Process Improvement & PMO Governance:

  • Bring structure, discipline, and repeatability to projects operating in environments with low project management process maturity.
  • Identify opportunities to improve project execution, reporting, governance, and decision-making processes.
  • Develop and implement repeatable and scalable project management practices, tools, templates, and governance processes.
  • Serve as a champion for sound project management practices while adapting processes to the needs of the program and client.
  • Continuously evaluate how work is being performed and identify opportunities to improve efficiency, predictability, and accountability.

Analysis & Problem Solving:

  • Dive deeply into project data and stakeholder information to understand root causes and distinguish symptoms from underlying issues.
  • Connect disparate information across functional areas to identify trends, dependencies, and potential impacts.
  • Apply analytical thinking and curiosity when evaluating new or incomplete information.
  • Proactively identify risks and bottlenecks before they become significant delivery issues.
  • Develop data-driven recommendations and translate analysis into specific, actionable steps.
  • Take ownership for resolving problems and driving issues toward closure.

Required Qualifications:

  • Bachelor’s degree in business, information technology, healthcare, project management, or a related field.
  • 8+ years of project management experience, preferably supporting complex Health IT, healthcare technology, EHR, or large-scale IT implementation programs.
  • Demonstrated experience leading complex, cross-functional projects involving multiple teams and stakeholders.
  • Proven hands-on expertise developing and managing complex, interdependent project schedules in Microsoft Project.
  • Experience translating business, technical, or program requirements into comprehensive project plans.
  • Experience working in highly matrixed, client-facing, and/or multi-vendor environments.
  • Strong analytical and problem-solving skills with demonstrated attention to detail.
  • Demonstrated ability to identify project risks, dependencies, bottlenecks, and potential schedule impacts.
  • Strong written and verbal communication skills, including the ability to synthesize complex information into clear, actionable recommendations.
  • Demonstrated ability to influence stakeholders and guide decisions.
  • Experience working effectively in environments with evolving requirements, or limited process maturity with the ability to refine processes.
  • Ability to obtain and maintain a Public Trust, as required by the program.
  • Ability to travel periodically to support program and client requirements.

Preferred Qualifications:

  • Experience with Electronic Health Record (EHR) modernization or implementation programs.
  • Experience developing Integrated Master Schedules (IMS) or similarly complex integrated schedules.
  • Experience with PMO governance, project controls, or portfolio/program reporting.
  • Experience implementing project management process improvements in a low-maturity environment.
  • PMP or other recognized project management certification.
  • Experience coordinating multiple technology vendors and implementation partners.
