Aalis Management Consulting is seeking a Requirements Analyst to support a federal agency's IT and analytical systems initiatives. The Requirements Analyst will lead and support requirements elicitation, analysis, documentation, and validation for complex systems, pilots, and business workflows.

The ideal candidate will have experience working with federal stakeholders to understand business and technical needs and translate those needs into clear, actionable requirements. This position will work closely with systems engineers, business analysts, technical teams, and government stakeholders to ensure requirements are complete, traceable, and aligned with program objectives.

Key Responsibilities

  • Lead requirements elicitation activities for federal IT and analytical systems, pilots, and workflows.
  • Conduct stakeholder interviews, requirements workshops, working sessions, and discovery meetings.
  • Gather, analyze, document, and validate business and technical requirements.
  • Develop and maintain functional, non-functional, interface, and system requirements.
  • Translate stakeholder needs into clear requirements, use cases, user stories, and acceptance criteria.
  • Establish and maintain traceability between requirements, program objectives, use cases, and test criteria.
  • Work closely with Systems Engineers, Business Analysts, developers, testers, and government stakeholders to ensure requirements are complete and consistent.
  • Identify gaps, conflicts, dependencies, and ambiguities within requirements documentation.
  • Support requirements validation and review activities with technical and non-technical stakeholders.
  • Maintain requirements baselines and support change control throughout the system lifecycle.
  • Support configuration management of requirements documentation and related project artifacts.
  • Participate in requirements reviews and provide recommendations to improve system functionality and business processes.
  • Maintain accurate requirements documentation using established requirements management tools and processes.
  • Communicate complex technical and business requirements clearly to government leadership, technical teams, and program stakeholders.

Required Qualifications

  • Bachelor's degree in Business, Information Technology, Computer Science, Systems Engineering, or a related field preferred.
  • Minimum of 4 years of experience in requirements analysis, business analysis, systems analysis, or a related discipline.
  • Experience supporting complex IT, analytical, or enterprise systems in a federal environment.
  • Experience conducting stakeholder interviews, workshops, and requirements-gathering sessions.
  • Experience developing and maintaining functional and non-functional requirements.
  • Knowledge of requirements management, traceability, change control, and configuration management practices.
  • Familiarity with requirements management tools and industry best practices.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills.

Preferred Qualifications

  • Experience supporting federal law enforcement, intelligence, or analytical programs.
  • Experience supporting OSINT or similar intelligence-related systems and workflows.
  • Experience working with systems engineering and software development teams.
  • Experience developing use cases, user stories, process flows, interface requirements, and acceptance criteria.
  • Experience with Agile, Scrum, Waterfall, or hybrid development methodologies.
  • Experience with requirements management tools such as Jira, Confluence, Azure DevOps, IBM DOORS, or similar platforms.
