Public Health Program Specialist

Position Title: Public Health Program Specialist (Systems Mapping)
Client: Missouri Department of Health and Senior Services (DHSS)
Location: Remote (Candidate must be based in Missouri)
Employment Type: Part-Time (20 hours per week)
Work Schedule: Flexible, with core meetings during standard business hours (8 am-5 pm, Monday-Friday)


About the Role

WiredPeople is seeking a Public Health Program (PHP) Specialist for the Missouri Department of Health and Senior Services (DHSS). You will be instrumental in a statewide project to map the shared public health resources and services across all 115 of Missouri's local public health agencies.

This position is responsible for planning, coordinating, and implementing a comprehensive service mapping project to identify the availability, accessibility, and capacity of public health services throughout the state. Working collaboratively with local health departments, state agencies, and community partners, you will help create a reliable baseline for future planning, resource allocation, and public health system improvement.

Core Responsibilities

  • Plan and execute a statewide Local Public Health Agency (LPHA) Service Mapping Project.

  • Develop and implement project goals, objectives, timelines, and work plans.

  • Collect, validate, analyze, and maintain comprehensive data on local public health programs, services, and community resources.

  • Coordinate with administrators and staff from all local public health agencies to ensure consistent data collection.

  • Develop and maintain a statewide inventory of public health services and resources.

  • Utilize mapping and data visualization tools to identify service availability, gaps, and opportunities for improvement.

  • Analyze statewide data to identify trends, unmet needs, and service duplication.

  • Present project findings to state and local public health leadership.

  • Provide technical assistance and training to local agencies on service mapping methodologies and data standards.

Required Skills & Qualifications

  • Bachelor’s degree and 2+ years of relevant experience (substitutions may be allowed).

  • Strong understanding of systems mapping and public health services.

  • Excellent skills in planning, prioritizing, coordinating, and monitoring projects.

  • Strong communication skills, including public speaking, technical writing, and meeting facilitation.

  • Ability to develop clear tools and support materials (PowerPoint, guidance documents) for data collection and training.

  • Skilled in analyzing complex data and translating findings into actionable recommendations.

  • Must be able to work independently, communicate effectively with diverse audiences, and represent DHSS professionally.

  • Proficiency with communication software like MS Teams and WebEx.

  • Must be a Missouri resident and able to travel to DHSS offices or other locations in Missouri as needed, using your own transportation.
