The Grants Management Specialist provides lifecycle administration and technical advisory support for federal grants and cooperative agreements. Responsibilities include ensuring regulatory compliance, conducting cost analysis, monitoring performance, and managing award closeout processes.

This position is contingent upon contract award and funding. Employment will not commence unless and until the contract is awarded and funding is confirmed.
The Grants Management Specialist provides lifecycle administration and technical advisory support for federal grants and cooperative agreements awarded by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD).
Core Responsibilities
Application Review & Compliance: Evaluates incoming grant and cooperative agreement applications for statutory, regulatory, and policy compliance in accordance with 2 CFR 200 (Uniform Guidance) and DOI directives.
Lifecycle Financial Assistance Administration: Drafts Memorandums for the Record (MFRs), MOUs, award packages, and administrative modifications supporting the full lifecycle of financial assistance awards.
Negotiation & Cost Analysis: Supports price/cost analysis on proposed grant budgets, assists with complex award negotiations, and verifies appropriate use and allocation of federal funds.
Performance Monitoring & Reporting: Monitors recipient performance and reporting milestones, documents regulatory compliance, and resolves accounting and administrative issues.
Award Closeout: Conducts final comprehensive reviews of completed financial assistance awards, reconciles final expenditure reports, and processes formal de-obligations and closeouts.
Minimum Qualifications
Experience: Minimum of six (6) years of relevant federal financial assistance and grants management experience.
Domain Knowledge: In-depth knowledge of 2 CFR 200 (Uniform Guidance), federal grant management systems, grant closeout procedures, and financial assistance compliance frameworks.
Clearance & Suitability: Must be able to obtain and maintain a favorable Moderate Public Trust clearance. Must successfully participate in a government-conducted "Meet & Greet" evaluation prior to onboarding.
Education & Citizenship: Bachelor's Degree required. Must be a U.S. Citizen with strong customer service and stakeholder engagement skills.
Location: 100% Remote / Telework (Contiguous United States / U.S. Territories). Priority consideration is given to qualified candidates residing in designated SBA HUBZone areas.
Position Type: Full-Time (Exempt)
Compensation: Up to $100,000.00 per year (commensurate with experience).
