Job Description

We are seeking an experienced Advanced Planning Document (APD) Writer / Healthcare Consultant to support planning, implementation, and operational activities related to Medicaid Enterprise Systems (MES) and Health Information Exchange (HIE) initiatives.

The ideal candidate will have strong experience in developing APDs, responding to RFPs/RFIs, and working with CMS and healthcare technology programs.

Key Responsibilities

• Develop and maintain Advanced Planning Documents (APDs).
• Support Medicaid Enterprise System (MES) planning, implementation, and operational documentation.
• Review APDs and provide detailed feedback and recommendations.
• Draft CMS submission letters and supporting documentation.
• Ensure documentation aligns with CMS guidelines, federal requirements, and program objectives.
• Collaborate with project teams, technical teams, vendors, stakeholders, and budget offices.
• Translate complex technical and business information into clear and well-structured documentation.
• Support RFP and RFI-related documentation and activities.
• Coordinate with stakeholders to ensure timely completion of deliverables.

Required Skills

• Strong experience with APD development and documentation.
• Experience with RFPs and RFIs.
• Knowledge of CMS guidelines and requirements.
• Experience with Medicaid Enterprise Systems (MES).
• Knowledge of Health Information Exchange (HIE).
• Excellent technical writing and communication skills.
• Strong stakeholder management and project coordination abilities.
• Experience working within healthcare or government programs is preferred.
