This position is contingent upon contract award and funding. Employment will not commence unless and until the contract is awarded and funding is confirmed.

The Mid-Level Acquisition Specialist provides comprehensive, cradle-to-grave contracting support for complex mission requirements within the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD). The specialist independently prepares pre-award documentation, coordinates commercial and non-commercial solicitations, conducts price/cost analyses, and manages post-award contract administration.

Core Responsibilities

  • Comprehensive Pre-Award Planning: Drafts complex acquisition strategies, Acquisition Plans, Source Selection Plans (SSPs), Quality Assurance Surveillance Plans (QASPs), SOWs/PWSs, justifications (J&As), and Inter-Agency Agreements (IAAs).

  • Cost & Price Analysis: Conducts price and cost analyses on contractor proposals, evaluating direct/indirect cost elements, determining cost reasonableness, allocability, and allowability, and drafting Price Negotiation Memoranda (PNMs).

  • System Operations: Operates federal acquisition systems (PRISM, FPDS-NG, SAM.gov, e-File) to execute procurement actions, ensure data accuracy, and maintain compliant contract records.

  • Post-Award Administration: Drafts complex modifications for scope changes, funding obligations/de-obligations, and option exercises. Monitors contractor performance, tracks deliverables, evaluates routine contractual requests, and assists with invoice validation.

  • Compliance & Policy Alignment: Ensures all procurement actions adhere to the FAR, Department of the Interior Acquisition Regulation (DIAR), and AQD internal operating procedures.

Minimum Qualifications

  • Experience: Minimum of six (6) years of relevant federal acquisition and contracting experience.

  • Domain Knowledge: Advanced knowledge of FAR Parts 12, 13, 15, and 16; demonstrated proficiency in PRISM, FPDS-NG, SAM.gov, and federal contract file management.

  • Clearance & Suitability: Must be able to obtain and maintain a favorable Moderate Public Trust clearance. Must successfully participate in a government-conducted "Meet & Greet" evaluation prior to onboarding.

  • Education & Citizenship: Bachelor's Degree required. Must be a U.S. Citizen with professional written and oral communication skills.

  • Location: 100% Remote / Telework (Contiguous United States / U.S. Territories). Priority consideration is given to qualified candidates residing in designated SBA HUBZone areas.

  • Position Type: Full-Time (Exempt)

  • Compensation: Up to $130,000.00 per year (commensurate with experience).
