These specialists will provide technical leadership and hands-on support for designing, delivering, and refining capacity development interventions for partner municipalities, focusing on organizational improvement and internal processes. Key duties include supporting training activities, designing tailored programs focused on business process optimization, and facilitating training sessions aligned with CAF principles.

The expert will support the development of country-specific coaching curricula and training materials for Armenia, Azerbaijan, Georgia, Moldova, and Ukraine. This involves contributing methodological and pedagogical expertise to design coaching pathways and produce blended-learning training tools.

The expert will review and validate Coaching Roadmaps for several Eastern Partnership countries and support the development of implementation plans, focusing on integrating coaching into civil service HR processes and organizational development structures. This includes providing guidance on change management and supporting capacity development measures at both country and regional levels.

The specialist will support the implementation and adaptation of the EU Common Assessment Framework (CAF) for Armenian municipalities, involving comparative analysis of existing self-assessment methodologies against CAF principles. Key duties include developing localized CAF guidelines, contributing to the e-tool configuration, and consolidating stakeholder feedback for finalization of materials.

The Team Leader will provide overall technical, managerial, and coordination leadership for a capacity development initiative focused on strengthening local self-governance and institutional performance in Armenia, overseeing the delivery of a comprehensive review and adaptation of local assessment methodologies to align with the EU CAF structure. Key duties include ensuring the quality and timeliness of advisory packages, coordinating with municipalities and stakeholders, planning project assignments like guideline development and training delivery, and managing financial planning and reporting.
